2022: Arrest in the case of embezzlement of 8 million rubles in the supply of medical equipment

On September 19, 2022 Mordovia Republican Clinical Hospital named after S.V. Katkova , Vyacheslav Shchapov was arrested in the chief physician in the case of embezzlement during the supply of medical equipment. According to the investigation, in 2020, on the basis of a state contract concluded without an open auction, artificial lung ventilation devices were delivered to a medical institution at a deliberately inflated price. Thus, as a result of the supply of 4 devices, budget funds in the amount of more than 8 million rubles were stolen.

The UK does not name the contractor company, but TASS, citing the FSB in the region, reports that we are talking about the Nizhny Novgorod LLC NPP LiM. According to the SPARK-Interfax system, LLC NPP LiM was registered in Nizhny Novgorod in 1991. By September 2022, the company was equally owned by Mikhail Brzhezinsky and Natalia Gonchar. The company specializes in the wholesale of medical products.

The investigating authorities of the Investigative Committee of the Russian Federation for the Republic of Mordovia, on the basis of materials from the operational-search activities of employees of the FSB of Russia for the Republic of Mordovia, opened a criminal case on the fact of embezzlement of budget funds when the Republican Clinical Hospital named after S.V. Katkov "medical equipment (part 4 of article 159 of the Criminal Code of the Russian Federation). By September 19, 2022, a set of investigative actions and operational-search measures is being carried out aimed at establishing all the circumstances of the crime and the circle of persons involved in illegal activities. The criminal investigation is ongoing.[1]

2023: Charge of embezzlement of 9.5 million rubles during the purchase of ventilators

Former chief physician of the Republican Clinical Hospital (RKB) named after S.V. Katkova Vyacheslav Shchapov accused of embezzlement in the purchase of artificial lung ventilation devices (IVL) and illegal production of a wiretapping device. The press service of the Investigative Department of the TFR in the Republic of Mordovia announced this on August 2, 2023.

According to the investigation, in 2020, Vyacheslav Shchapov, holding the position of chief physician, embezzled the budget funds entrusted to him in favor of a commercial organization. Thus, two state contracts were concluded for the supply of artificial lung ventilation devices to a medical institution at a deliberately inflated cost and without using the mandatory method of comparable market prices (market analysis). In one case, when purchasing two devices, the cost of each was overestimated by more than 700 thousand rubles, in the second - when purchasing four, the cost of each device was overestimated by more than 2 million rubles. In total, more than 9.5 million rubles were spent in this way, according to the republican department of the TFR.

The investigation also established that in 2022 the defendant independently manufactured a special technical tool, camouflaged it under a binder folder and installed it in his office to secretly collect information without the knowledge of unauthorized persons.

In relation to the accused, a preventive measure was chosen in the form of house arrest. More than 50 people were interrogated as witnesses, commodity studies, comprehensive financial, economic and psychological and linguistic forensic examinations were carried out. As a result, the collected evidence formed the basis of the prosecution. By August 2, 2023, the criminal case with the indictment approved by the prosecutor was sent to the court for consideration on the merits.[2]

2024: Sentence - 4.5 years in prison for embezzlement

Former chief physician of the Republican Clinical Hospital named after S.V. Katkova in Saransk Vyacheslav Shchapov was sentenced to 4.5 years in a general regime colony and paid a fine of 300 thousand rubles. The press service of the Investigative Department of the TFR in the Republic of Mordovia announced this on March 20, 2024.

Shchapov was found guilty of committing crimes under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (embezzlement committed by a person using his official position, on an especially large scale) and Art. 138.1 of the Criminal Code of the Russian Federation (illegal production of special technical means intended for secretly obtaining information).

Vyacheslav Shchapov sentenced to 4.5 years in a general regime colony

According to the investigation, being the head physician of the Republican Clinical Hospital named after S.V. Katkov, Vyacheslav Shchapov concluded government contracts for the supply of six ventilators at an inflated price with a commercial company (the investigation does not disclose its name). The cost of each device was overestimated by the amount of 700 thousand to 2 million rubles, as a result of which, as reported in the TFR, more than 9.5 million rubles were spent.

In addition, according to the second charge, in 2022 Shchapov independently made an eavesdropping device, camouflaged it under a folder, and installed it in his office "to secretly collect information without the knowledge of unauthorized persons."

In addition to imprisonment and a fine, the punishment for the former chief physician of the Saransk hospital includes that he will have to fully compensate for the damage caused.

According to the newspaper Izvestia Mordovia, in March 2024, Vyacheslav Shchapov signed a contract with the Ministry of Defense and planned to leave for the zone of the special military operation of the Russian Federation in Ukraine. On this basis, the defense insisted on the termination of the case and the abolition of restrictive measures. The court on March 20, 2024, the court denied this petition.[3]
