The register of carbon units of the Russian Federation contains information on climatic projects, on carbon units issued as a result of the implementation of these projects, on the transfer of carbon units by their owner to another person and the offset of carbon units.

The creation and maintenance of a carbon unit register, as well as operations with carbon units in such a register, is carried out by the operator in the manner established by the Government of the Russian Federation.

The account in the carbon unit register is opened by the operator on the basis of the contract with the carbon unit circulation participant on the terms agreed by the parties. An account in the carbon unit register may be opened without the carbon units being credited to it at the same time.

By order of the Government of the Russian Federation dated 01.03.2022 N 367-r, the joint-stock company Kontur"" is determined by an authorized legal entity acting as the operator of the carbon unit register.

2022: Registry Launch

Since September 2022, a register of carbon units has been operating in Russia - the basis for the implementation of climate projects in the field of conscious management of carbon dioxide emissions into the atmosphere. The technological platform of the registry was developed by IT One specialists, and the operator of this system is Kontur. IT-One announced this on November 8, 2022.

The platform operates in test mode, but its importance for the development of the ecological direction in the Russian economy is already highly appreciated. The issues of reducing the carbon footprint and achieving carbon neutrality remain the focus of environmentalists at a global level. In order to regulate greenhouse gas emissions into the Earth's atmosphere, a number of international agreements have been concluded - the most important of which are the Kyoto Protocol and the Paris Agreement.

The Russian Federation, along with other countries, is actively included in the environmental agenda. Large-scale climate projects are being implemented or being prepared for launch in the country. In order for these projects to receive not only a socially oriented, but also an economic justification, the concept of a carbon unit was introduced.

A carbon unit is essentially the result of a successful climate project that has been registered, verified by verifiers and brought to completion. This parameter is expressed in the mass of greenhouse gases equivalent to one ton of carbon dioxide, and gas has material value. Including - it can become an object trade on the commodity exchange.

An appropriate register has been created for the interaction of the initiators of environmental projects and the authorized bodies responsible for accounting for carbon units. It is a technology platform that collects information on the life cycles of climate projects and carbon units released as a result of these projects. Based on the order of the Government of the Russian Federation, the operator of the Register of Carbon Units was appointed Kontur JSC, acting with the support of Gazprombank and the Moscow Exchange.

The development of the solution for the end customer was carried out by the specialists of IT_One. Work on the project began in May 2022 - and on September 1, the system was put into trial operation. In addition to creating the technological platform itself, it was necessary to integrate it with external systems, such as EPGU, SMEV, and the billing system. The unified portal of public services acts as an interface for user interaction with the registry operator: through it, you can apply for registration of an environmental project. The interdepartmental communication system provides secure data transfer between the project initiators and the platform.

On September 26, the National Commodity Exchange (part of the Moscow Exchange Group) launched trading in carbon units. On the same day, as a result of two transactions, two packages of carbon units were sold: 10 each. The auction customer was DalEnergoInvest. Soon, the details of the first registered environmental project became known: 96 carbon units were released as a result of the work of a solar power plant built on Sakhalin. The registry created by the IT_One is being actively replenished. Only the Sakhalin station plans to produce 1,832 carbon units by 2031.

The IT_One plans to finalize a separate registry functionality and ensure support for platform users. The company also plans to participate in the implementation of the next direction of the environmental agenda related to the concept of "quota fulfillment unit."
