On September 11, 2023, it became known that the distribution network company Rosseti Lenenergo, the largest infrastructure operator in Russia, is switching to domestic Linux and database management system (DMS) PostgreSQL platforms as part of a large-scale import substitution program.

Rosseti Lenenergo switches to domestic platforms

In accordance with the tender documentation, the purchased servers must be equipped with two processors with at least 24 computing cores with a base frequency of at least 2.8 GHz and having at least 36 MB of cache memory. All OS types must be in the registry of the Ministry of Digital Development and support PostgreSQL DBMS. At the same time, some software platforms must be compatible with computers with i586 and x86-64 architecture, including support for AMD Zen 3, Intel Rocket Lake and Alder Lake, as well as Intel Gen 12/Xe graphics.

For DBMS, according to the customer's requirements, support for Alt OS, ROSA, RED OS, Elbrus OS, Astra Linux, Alter OS 7.5, Alma Linux 9, Debian, Ubuntu is required . The DBMS should also be included in the register of Russian software. In addition, the product must be compatible with hardware platforms x86-64, Baikal (Arm architecture), IBM Power/Open Power (Yadro) and Elbrus-8C/4C.

The requirements for certificates for technical support of the DBMS state that the contractor is obliged to provide new versions of the Postgres Pro DBMS without additional license payments. Thus, Rosseti Lenenergo intend to transfer its IT resources to Postgres Pro.[1]

2022: Astra Linux Special Edition Rollout

On November 16, 2022, Astra Group of Companies announced the joint implementation of a disaster-tolerant system for managing electric networks in Rosseti Lenenergo with Monitor Electric, created with using the CK-11 software platform based on OCAstra Linux and PostgreSQL DBMS.

As reported, the project is being implemented in accordance with the target model of operational and technological management developed at Rosseti Lenenergo. Its key tasks are to enlarge the facilities management centers and optimize the efficiency of the operational functions of managing the electric networks of the city of St. Petersburg and the Leningrad Region. The application software of the project was selected the modern platform solution "CK-11," developed by JSC "Monitor Electric."

"CK-11" is a universal information technology platform with a variable set of applications for creating automated dispatch, technological, situational and commercial management systems for electric power facilities. The product is used by power grid and generating companies, large industrial enterprises, system operators of electric power systems. Based on the "CK-11," it is possible to create both distributed multi-level control systems and control complexes that provide synchronous operation of several connected control centers at once in a single information space. The scaling capabilities laid down in CK-11 make it possible to solve the tasks of controlling processes and objects of various scales and complexity: from the production of electricity at one power plant to the management of the energy system of the Russian Federation.

The implementation project "CK-11" provides for the creation of an automated system of operational and technological management of a centralized architecture, consisting of two geographically separated data centers (data centers) with automatic synchronization of model, operational and journal data. During the project implementation, the functions of operational and technological management were gradually implemented - SCADA (operational network management, transition to maintenance of operational documentation in electronic form), OMS (management outages during normal operation of networks and in the event of accidents), a set of calculation and analytical tasks, a dispatcher simulator.

The unified information model of the enterprise for November 2022 is the largest in the country: it unites 692 supply centers with a voltage class of 500-35 kV with 33 thousand distribution points and transformer substations with a voltage of 6/10 kV. In addition to the topologically connected equipment model, the system contains its electrical parameters, geographic coordinates of objects, description of automation devices, data on electricity consumers, etc. The created system implements independent reception of incoming telemetry data for each data center using communication gateways, which, along with the information security complex, provide reception of information from telemetry devices.

The system is capable of processing 17 thousand discrete and analog values ​ ​ in one second, establishing a connection with 3500 sources of telemetric information, which is largely ensured by the use of domestic system software produced by Astra Group of Companies.
