2023: Using a platform to control the implementation of AI systems in healthcare in the regions of the Russian Federation

In August 2023, the Ministry of Health of the Russian Federation announced a decision to use its new AI platform to control the introduction of artificial intelligence in Russian regions. According to the requirements, in 2023, subjects must introduce at least one AI-based medical device, and in 2024 - at least three such solutions.

By August 2023, 23 medical devices using artificial intelligence technologies were registered in Roszdravnadzor, 17 of them domestic. They can be divided according to the principle of work into three types: analysis of medical images, analysis of electronic medical record data and analysis of video stream.

The Artificial Intelligence platform of the Russian Ministry of Health, which the department will use to control the introduction of AI in the regions, has become the first national project to unite the medical community and developers of solutions based on machine learning and AI technologies. The main mission of the platform is to create a digital environment for communications and work together on AI solutions in demand in healthcare to achieve the goals of the national Healthcare project, the ministry said.[1]

2022: Platform Launch

On November 25, 2022, the Ministry of Health of the Russian Federation announced the launch of a platform for developers of medical solutions using artificial intelligence algorithms by the Ministry of Health of the Russian Federation.

As explained in the department, the main task of the Platform is to create a digital environment for interaction between developers of solutions based on artificial intelligence (AI) and the medical community.

To create AI-enabled solutions, it is critically important to have medically validated clinical challenges for AI and training-accessible, impersonal structured datasets (datacets) selected and flagged by leading medical experts.

The platform is designed to help the medical community formulate current clinical tasks, organize the collection and markup of medical data, publish tasks and datacets created for them. Descriptions of tasks and datacets are available publicly, access to datacets posted on the Platform can be obtained by any Russian IT company accredited by the Ministry of Digital Science. Markup tools will also be available to platform members.

The first structured datasets (datacets) were created and placed on the Platform by the National Medical Research Centers of the Ministry of Health of the Russian Federation (NMSC) - NMSC of Coloproctology named after A.N. Ryzhikh of the Ministry of Health of Russia, NMSC named after V.A. Almazov of the Ministry of Health of Russia and NMSC named after A.N. Bakulev of the Ministry of Health of Russia.
