2020: Automated workplace of employees authorities
The solution was created on the basis of AWS Drive - a domestic development - a tool for digital transformation of the provision of state and municipal services to the population. The AWS Drive interface is implemented as a SPA (Single Page Application) application: the AWS pages are not reloaded, only the necessary data is requested. All user transitions by sections are stored in the navigation history. When the link breaks, the window closes accidentally, and so on, reopening restores the state of all forms.
The AWS interface uses the Vue.js and Quasar frameworks, it is possible to connect to the solution of third-party services and systems. The new AWS is developing as a framework built on the principle of Inversion of Control (IoC), which allows you to load an updated configuration file generated according to the documentation for making changes. This focuses on subject tasks rather than low-level programming. Optimization of the process of processing applications by employees is achieved by reducing the number of "clicks" of the user, excluding the appearance of additional windows and messages, saving objects, etc. - the system dynamically responds to user actions and downloads the necessary data directly into the application.
There is a support mechanism (tips) for an employee when processing an application: depending on the current state of the application, the areas of the application that should be processed by him are highlighted or highlighted. The main tasks are implemented using step-by-step UX visards, all information required for the process steps is uploaded to the user in the AWS Drive. Returns to the current state of the process in one click. Visual interface elements are designed using a single style. At the same time, each user can personalize his own desktop: configure the notification subsystem, change the color scheme at his discretion, configure the desktop, choosing only the widgets he needs to work.
The system supports the concept of proactivity states in the provision of services. to the population The configured rules for aggregation and further analysis of the obtained data will allow building chains for receiving not only services according to the "here and now" model, but also setting planning criteria by which appropriate sets of services and services will be formed for users based on life situations, categorization, application results and other outgoing analysis factors.
The project supports the registry model for the provision of services: interoperability of departmental IPs and systems for transferring and adding data to registers according to the developed universal API is ensured, a single data storage is organized; signing of EP-SP (EP-OS) registry objects and possibility of automatic access to the User System registry model to check the data validity.
The main goal of the project was to improve the quality and speed of public services to the population. The experience of the Tyumen region has demonstrated that the introduction of AWS has significantly accelerated the work of authorities employees when processing citizens' applications. According to experts from the customer, for some services, processing an application instead of 30 minutes began to take no more than 2-3 minutes, and with a positive decision, it became completely automatic.
