The administration of the Volgograd region sums up the results of the first stage of implementation of BI and continues development of the electronic government

Based on the first stage of creation of the electronic government of the Volgograd region on the platform SAP NetWeaver and implementations SAP of RM (Record and case management) SAP Enterprise Portal SAP BI IP, SAP CRM high-quality improvement of knowledge of citizens of activity of executive authorities, increase in efficiency of obtaining information on state services, optimization of work with documents, increase in efficiency and quality of acceptance of management decisions is mentioned. It is going to complete the project in 2011.

About the project and implementation

Implementation of the end-to-end information system "Electronic Government of the Volgograd Region" (CIS of EPVO) is made by Committee of information technologies of Administration of the Volgograd region together with Torus Consult company. The project is executed step by step and is expected the period from 2007 to 2011.

During the project the automated electronic document management system on the basis of SAP RM (Record and case management) allowing to automate organizational and documentary providing a management activity of executive authorities and local government authorities of the Volgograd region is created. Technologies of electronic document management allow to organize the centralized storage of a large number of documents. Now in a system about 4.5 thousand users work.

Using the uniform directory portal of executive authorities of the Volgograd region on the basis of SAP Enterprise Portal technologies, the uniform access point to information on activity of executive authorities and local government authorities of the Volgograd region and also access to the system of rendering public services to the population is organized.

Using the SAP solution BI IP (Business Intelligence Integrated Planning) the regional information and analytical system and schedule system of the regional budget is developed. Use of the SAP NetWeaver platform and the module SAP BI IP allow to create the formatted reporting in a text, tabular or graphic style. Access to the reporting is provided via the web interface.

The system of rendering public services to the population is created on the basis of the SAP CRM block.

Plans and realities

On the uniform directory portal placement of information on all local government authorities of the Volgograd region is planned. Functioning of the information system "Public Services of Executive Authorities of the Volgograd Region" which gives an opportunity of receiving public services in electronic form is implemented.

About start

Now CIS of EPVO is brought into commercial operation. Users of a system are the public civil servants of executive authorities of the Volgograd region.

Responses and perspectives

According to the representative of administration of the Volgograd region, implementation of set of SAP products allowed to resolve in a complex issues of automation of internal management processes of executive authorities of the Volgograd region and processes of providing the public and municipal services in electronic form by these bodies.

Now works on preparation for the second stage of the project are conducted, its end is planned for 2010.
