2022: Foundation Creation

At the end of December 2022, it became known about the creation of the Industrial Development Fund of the Zaporizhzhya Region, for which 1.5 billion rubles were allocated from the federal budget of Russia.

According to him, part of the funds will be used to co-finance federal support measures, part - to subsidize the interest rate on bank loans and directly on loans at 3% per annum.

The authorities of the Zaporizhzhya region have established control over more than 400 enterprises and introduced external management of temporary administrations on them in order to save jobs and production, Koltsov said at the end of December 2022.

He explained that such a procedure is used when stopping an enterprise, deliberately reducing its productivity, as well as in the absence of an owner in Russia or his participation in anti-Russian activities.

Of course, we will conduct a dialogue with external administrators and switch from the institution of interim administration to understandable regulatory mechanisms, such as rent, concession agreements, public-private partnerships. In the future - redemption, when the market value of objects will be understood, - said Koltsov.

After the start of a special military operation, the work of a number of factories in the region was suspended, as the owners of the industries left the region. Among the largest enterprises in the region, the prime minister singled out the iron ore plant (ZHRK, Dneprorudnoye), the engineering "Hydrosila," the Melitopol plant of tractor hydraulic units (MZTG), the manufacturer of cast dishes made of aluminum and cast iron "BIOL," "Berdyanskie Zhatki," as well as the petrochemical "Azmol."

By the end of 2022, 70 industrial enterprises operate in the Zaporizhzhya region, employing 5.8 thousand people. At the same time, external control has been introduced on 54 of them, the prime minister said.[1]
