2023: Inspection by law enforcement officers of the purchase of ultrasound devices for medical institutions of Bashkortostan
On January 17, 2023, it became known that the operatives of the FSB of the Russian Federation in the Republic of Bashkortostan carried out operational and investigative measures against the head of the GKU "Department of Capital Construction of the Republic of Bashkortostan" (UKS) Inna Iksanova and the director of the medical equipment supplier LLC "Medtekhnika" Rustam Aminev. Law enforcement officers could be interested in the purchase of "counterfeit" ultrasound devices for republican medical institutions.
As noted, the head of the GKU UKS RB Inna Iksanova was detained in her own house, where officers of the FSB of the Russian Federation for the Republic of Belarus searched.[1]
In turn, the head of Medtekhnika Rustam Aminev did not confirm the information about his detention, saying that the company fulfills state contracts according to the requirements of the law.
Operational measures may be related to the purchase of GKU UKS RB allegedly counterfeit and prohibited for use by orders of Roszdravnadzor ultrasound scanning devices manufactured by the St. Petersburg enterprise "Electron" for retrofitting hospitals in Ufa, Baymak, as well as the villages of Bolsheustikinskoye and Mesyagutovo. Contracts for the construction and reconstruction of medical institutions were concluded by the capital construction department in 2021. The supplier of the equipment was Medtekhnika and the allegedly affiliated company Medland.
The interlocutor of Kommersant-Ufa confirmed the interest of law enforcement officers in the customer and suppliers of medical equipment, noting that through them the investigation is looking for access to regional officials in charge of procurement. According to him, Aminev was released after the conversation.
For his part, Rustam Aminev told Kommersant-Ufa that it is impossible to supply counterfeit ultrasound devices.
"With counterfeit goods would not even be allowed to bid. We provide all the documents. In Russia, there are only two plants that produce such equipment: St. Petersburg NIPK Electron and Samsung, which localized its production here. According to the current legislation, according to the Decree of the Government of the Russian Federation No. 878, when participating in the auction, preference should be given to local manufacturers, which automatically cuts off foreign suppliers, "Aminev explained. |
He also added that Medtekhnik received requests from the Prosecutor's Office of the Republic of Bashkortostan and the Office of the Federal Antimonopoly Service for the Republic of Bashkortostan regarding ultrasound devices, but no response measures were followed.[2]
