2021: Head of GKU "Capital Construction Department of the Republic of Belarus"

2023: Inspection by law enforcement officers of the purchase of ultrasound devices for medical institutions of Bashkortostan

On January 17, 2023, it became known that the operatives of the FSB of the Russian Federation in the Republic of Bashkortostan carried out operational and investigative measures against the head of the GKU "Department of Capital Construction of the Republic of Bashkortostan" (UKS) Inna Iksanova and the director of the medical equipment supplier LLC "Medtekhnika" Rustam Aminev. Law enforcement officers could be interested in the purchase of "counterfeit" ultrasound devices for republican medical institutions.

As noted, the head of the GKU UKS RB Inna Iksanova was detained in her own house, where officers of the FSB of the Russian Federation for the Republic of Belarus searched. Read more here.

2024: Detention in the case of the purchase of counterfeit ultrasound scanners for 57 million rubles

On April 16, 2024, the third department for the investigation of particularly important cases of the Investigative Directorate of the Investigative Committee of Russia in the Republic of Bashkortostan announced the detention of Inna Iksanova, Head of the Local Capital Construction Department (UKS). She is suspected of abuse of office and the purchase of counterfeit ultrasound imaging systems (ultrasound) totaling more than 57 million rubles.

According to the investigation, in the period from August to December 2022, within the framework of the national project "Healthcare," four state contracts for the supply of ultrasound complexes were concluded between the UKS of Bashkiria and an unnamed commercial organization. It is alleged that the official, as the head of the customer company, was aware that the purchased medical equipment of the selected manufacturer does not correspond to the registration certificate, and therefore is counterfeit. The use of such devices can create a potential danger of harm to the life and health of citizens during procedures.

Nevertheless, Iksanova, fearing "negative consequences for the service," in violation of the current legislation, did not unilaterally refuse to execute contracts and gave instructions to accept the supplied equipment. Moreover, as of mid-April 2024, the acquired complexes were not put into operation.

As a result of the purchase of counterfeit medical devices, the state budget suffered damage to the above amount [more than 57 million rubles], and the rights of citizens to protect health and receive high-quality medical care were violated, the Investigation Department said in a statement.

Iksanova is charged with committing a crime under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office). Investigative actions are carried out with the detainee, and law enforcement officers continue to establish all the circumstances of the crime, as well as other persons who may be involved in its commission.[1]
