2023: Transport Infrastructure Digitalization Project Completed

On January 20, 2023, RuSat Infrastructure Solutions announced the completion of a project to digitalize the transport infrastructure of Vologda. The implementation of the project on the formation of an intelligent transport system (ITS) was jointly carried out by the Administration of the city of Vologda and JSC RuSat Infrastructure Solutions (RIR, part of Rosatom State Corporation) on the basis of a municipal contract. This is the creation of a modern digital infrastructure for effective road management complex. As of January 2023, all the main elements of ITS are mounted, they are being configured and tested.

IT based on modern collection and processing technologies data solves a whole range of important tasks, one of the most important is ensuring the quality and safety of road transport infrastructure. The system allows you to automate traffic control processes online. Thanks to the updated equipment, we will be able to regulate traffic flows, make roads safer and ensure uninterrupted public transport. For example, in the future it will be possible to inform road users in advance about the expected ice and snowfall. Or in the event of an accident, notify that it is better to choose detour routes. So we will unload the track and give the opportunity to pass special and communal services.

The project is being implemented within the framework of the federal program "System-wide measures for the development of roads" of the national project "Safe quality roads." More than 76 km of optical communication lines were mounted, 105 video surveillance systems with surveillance video cameras and infrared floodlights, as well as more than 300 transport detectors were installed. They transmit information about the transport situation in real time to the created Center for Traffic Management, which is the main link of "road intelligence."

Such ITN elements as video surveillance, accident and emergency detection subsystem, ITN efficiency monitoring module, transport flow directive management subsystem, traffic flow parameter monitoring subsystem, public transport traffic control module, etc. have been put into operation.

As of January 2023, 69 traffic lights of Vologda (90% of city traffic lights) were brought into the ITS system. The so-called coordinate tape has been launched, that is, the synchronization of traffic lights on some sections of roads: st. Oktyabrskaya and Leningradskaya before entering the bridge, st. Leningradskaya after the exit from the bridge, st. Herzen, Poshekhonskoye highway. This makes it possible to optimize the movement of the transport flow.

Traffic lights are also tested, both using the dispatcher and automatically. Electronic regulators are connected into a single network, they exchange data and adapt to the changing road situation, adjusting the algorithm for skipping transport. In difficult situations, a manually controlled dispatcher is connected. Results will be clearly visible by May 2023.

Within the framework of the public transport management module, the process of connecting navigation data of all city carriers is underway. Compliance with the schedule of buses and trolleybuses will be monitored by a separate dispatcher, which in case of violation will allow the carrier to be held accountable.

It is necessary to refine and regulate a number of technical issues. The formation of the ITS system will continue in 2023. In particular, video surveillance systems will be installed at traffic lights that have appeared over the past two years and were not included in the original contract. An integration platform will also be created that allows you to analyze the operation of all modules, build forecast plans.

It is planned to fully complete the creation of a level 1 ITS in 2024.
