On March 6, 2023, it became known that the system integrator AT Consulting would pay 600 thousand rubles for sluggish maintenance of the IT systems of the Ministry of Internal Affairs. The amount of the fine by the decision of the Moscow Arbitration Court was 271 times lower than the plaintiff demanded (162.7 million rubles).

According to CNews, on April 27, 2022, the scientific and production association "Special Technology and Communications" of the Ministry of Internal Affairs (STiS) filed a lawsuit against Edwansed Transformation Consulting LLC (legal entity AT Consulting ). The claims relate to a contract for 495.7 million rubles concluded in August 2022 following a tender in which only AT Consulting participated on the part of the performers.

The court reduced the amount of the fine by 271 times

In the statement of claim, the STiS indicated that during the work, the contractor 1627 times exceeded the time for eliminating incidents in the work of the IT systems of the Ministry of Internal Affairs. Referring to a number of clauses of the contract and various legal acts, the STiS insisted that the guilty contractor owes her 100 thousand rubles. for each violation. This determined the total amount of the claim.

At the same time, the STiS substantiated its claims with the conclusions of the Federal Treasury, which in 2021 conducted a planned field audit of compliance with Russian legislation against the organization. In the lawsuit, the Treasury appeared as a third party, and in court, its representatives not only supported the plaintiff's general arguments, but also agreed with his calculations.

AT Consulting during the proceedings petitioned for the appointment of a forensic computer-technical examination. According to its results, the expert indicated that the services of insufficient quality were provided by the integrator for six InformSystems. And as a result, the ministers of Themis considered that an adequate amount of the fine should be a work of 6 on the amount of sanctions for one incident of 100 thousand rubles, that is, 600 thousand rubles.

AT Consulting, during the proceedings, he insisted that the facts of exceeding the time for resolving incidents during the period of provision of services "are permissible, provided for by the contract itself and do not indicate improper performance of the contract."[1]
