2023: Implementation of grain quality control and traceability system

On March 23, 2023, FORCE - Development Center (FORCE Group FORS GROUP) announced the commissioning of the second stage of the federal state information system for the traceability of grain and grain processing products (FSIS Zerno) by order of the Ministry of Agriculture of the Russian Federation. The operator of the system was the FSBI "Center for Agroanalytics." The system was developed as part of the "Strategy for Digital Transformation of Agriculture," approved by the Government of the Russian Federation, and was implemented in stages over two years.

According to the company, FSIS "Zerno" it is designed to automate the processes of collection, processing, storages and analysis information of the totality of types agricultural and other activities related to the production, transportation, storage, processing, processing, sale and disposal of grain and grain processing products in the domestic and foreign markets.

The list of processed products to be registered in the system consists of 21 names. These are, in particular, flour and cereals, starch, mixtures for the preparation of bakery and flour confectionery, etc. The system must include information on all participants in the production chain - from the collection crop before its realization to the end consumer. Thus, the batch of grain is consistently identified at all stages of its technological cycle - from the field to the counter.

The Zerno FSIS was the most important step in the consistent digital transformation of the Ministry of Agriculture. It is important that it helps to optimize the efficiency of all participants in the grain market and ensure proper quality control of the supplied products. Thanks to this, the state has received a reliable tool to track the contribution of each of the regions to the overall task of ensuring the country's food security.

The project was large and complex both in terms of the scale of the tasks and in terms of their number. The key to the success of the project was constructive interaction with the customer at all stages of its implementation. In pursuance of the Government Decree on the rules for the creation and use of the Federal State Institution "Zerno," over 20 functional and service components were developed in a fairly short time, including a register of organizations, directories, classifiers, visual means of state grain monitoring, and much more. All these tasks were successfully solved, and after the acceptance tests, the system was put into operation.

The application software of the system is built in a microservice architecture, as well as on the principles of weak connectivity, which ensures the functional independence of interacting services with the optimal degree of their integration. The independent functioning of the system components is achieved through the use of modern container virtualization and clustering technologies. Due to this, the software is updated without stopping the system.

Development was carried out using domestic software and open source software - Postgres Pro, Tarantool, Apache Kafka, Kubernetes, and for the implementation of analytical the module used its own tool for declarative development of web applications LUI.

The system is intended for operation by agricultural producers, organizations providing services for the storage, processing and transportation of grain, employees of the Ministry of Agriculture of the Russian Federation, the Federal Service for Veterinary and Phytosanitary Supervision and its subordinate institutions, employees of regional management bodies of the agro-industrial complex.

The total number of registered unique users of FSIS "Zerno" is more than 100 thousand people. In total, over 160 thousand organizations are authorized, including federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local self-government bodies, agricultural producers and other persons involved in the development of the grain complex.

As of March 2023, the system contains information on 3.5 million grain batches and more than 260 thousand grain processing products, 1.8 million shipping documents for grain and 170 thousand for grain processing products have been issued and issued.

Interaction with a number of external departmental information systems was ensured, including the systems of the Federal Tax Service, FCS, RSHN, REC. FSIS "Zerno" also provides the possibility of integration with external systems of agricultural producers. In the future, it is planned to expand the list of services, as well as integrate it with other information systems of ministries and departments.
