2023: Automation of granting subsidies to resource-supplying organizations

On April 7, 2023, BARS Group announced that it would automate the issuance of subsidies to resource-supplying organizations in the northern regions.

The company has introduced a system for calculating subsidies to enterprises of the housing and communal complex in the Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous Okrug).

In the northern regions of the country, the high cost of energy resources and, in order to reduce the financial burden on the population, consumer tariffs are set below cost. At the same time, the system "Subsidizing organizations of the communal complex" calculates compensation to resource-supplying organizations for losses incurred. The digital tool was developed by BARS Group specifically for calculating and issuing subsidies to organizations providing utilities at a preferential rate. The project was implemented by order of the Department of Tariff Policy, power and Housing and Communal Services of the Yamalo-Nenets Autonomous Okrug.

The objectives of the system are:

  • Creation of a unified database of housing stock and organizations of the communal complex
  • Accounting of the number of resources and services provided for each organization
  • Automatic calculation of the amount of lost income by organizations of the communal complex
  • Minimizing the risks of incorrect accrual of subsidies to compensate for lost income of a resource supplying organization
  • Providing tools for monitoring and analyzing the effectiveness of the use of subsidies
  • Ensuring operational management and analytical reporting.

The duration of the heating season in the region is 9-11 months a year, so automation of subsidies for RSO is an urgent need for the region.

The development of the energy complex and housing and communal services is one of the key infrastructure projects provided for by the Strategy for the Socio-Economic Development of the Yamalo-Nenets Autonomous Okrug until 2035. It includes the modernization and reconstruction of heat supply systems, water supply, sanitation, as well as solid municipal waste management systems.

Subsidies and other support measures will ensure reliable energy supply to the population, as well as social, infrastructure, production and commercial facilities.
