2023: Adding 30 different characteristics to the road passport

Within the framework of the national project "Safe High-Quality Roads" in Russia, a system for monitoring the formation and use of road funds (SCDF) is operating. In the spring of 2023, it became mandatory for all regions. The special digital environment created by FAU ROSDORNII and modernized by the Telematics concern combined all information about road objects. The concern announced this on May 2, 2023. Thanks to it, citizens can receive reliable information about the state of road facilities and the spending of road funds for road repairs, and road owners, construction companies and authorities can more effectively interact with each other.

The Federal State Information System for Control over the Formation and Use of Road Funds (FSIS SKDF) is designed to monitor the effectiveness of spending budget funds aimed at the design, construction, reconstruction and maintenance of highways. Since the launch of the system, the task of developing its functionality has been carried out by SoftTelematics (part of the Telematics concern). The developers completely redesigned the mapping interface, added more than 30 different characteristics to the road passport, introduced an analytical reporting service to monitor the condition of the roads and make effective decisions on reconstruction, overhaul and operation has become easier.

SKDF is a single digital environment that has collected all relevant information about roads and road objects. As of May 2023, the service combines information about 100% of federal highways, 99% - regional and 75% - of local importance. A total of 1,556,000 km has been digitized.

Thanks to the SCDF, citizens can quickly learn about defects in the roadway or track the progress of construction work. Federal and regional authorities - to monitor the effectiveness of the use of budget funds aimed at repair work. For road owners, the information system simplifies accounting, planning and coordination of road works. And construction organizations - facilitates their acceptance. The system contains up-to-date information on all roads in Russia, the history of road works, analytical information on the consumption of road funds. It allows you to increase the efficiency and level of interaction of all structures, which is necessary for the successful operation of the industry.

SKDF is one of the most important projects for the digitalization of roads and road facilities. As of May 2023, more than 20,000 road owners and executive authorities were registered in a single digital environment, and its database includes confirmed information about more than 1.5 million km of roads. A large amount of data has already been entered into the SKDF, and we are working to expand the functionality of intelligent planning tools for road activities and the creation of new navigation and information services - all in order for the complex system to be as informative, convenient and "transparent as possible," said Dmitry Kazarinov, General Director of SoftTelematics.
