2015: UNTSO PoA and Country Action Plans

The Ministry of Economic Development of the Russian Federation (Ministry of Economic Development of Russia) is a federal executive body that performs the functions of developing state policy and regulatory regulation in the field of analysis and forecasting of the socio-economic development of Russia. The main areas of activity of the Ministry: the development of entrepreneurial activity, foreign economic activity (with the exception of foreign trade), the regulation of property relations and valuation activities, the implementation of state cadastral accounting and cadastral activities, the regulation of state statistical activities, investment activities and state investments, the formation of interstate and federal target programs, the management of the state material reserve and much more.

The Ministry of Economic Development of the Russian Federation is the organizer and coordinator of work on the implementation of the Main Directions of Foreign Economic Policy of the Russian Federation. This task requires the organization of integrated interaction and coordination at the interagency, federal and regional levels.

To systematically build these works in 2009, specialists of the Project Practice group of companies conducted methodological, organizational and analytical support to ensure the possibility of planning and monitoring the implementation of strategic and operational action plans to support the EED.

Analysis of a situation

An analysis of the Strategic Action Plan (PD UNTAES) was carried out on the possibility of using it to organize operational monitoring and coordination of the work of the participants.

Proposals have been made to adjust and supplement the strategic action plan, which should enable regular monitoring of its implementation.

Development of recommendations

In addition to the strategic action plan, a template and guidelines for the development of operational (country) action plans have been developed. The objective was to link the UNTAES PoA to a set of goals - objectives - activities - projects in priority country areas and to enable the implementation of an operational, monthly or quarterly monitoring of the action plan.

Together with the employees of the All-Russian Academy of Foreign Trade of the Ministry of Economic Development of the Russian Federation (VAVT), a system of forecast indicators of foreign trade was formed, which will provide the opportunity to analyze the implementation of action plans on a regular basis. The scorecard can be adapted from an industry perspective and cascaded to the regional level.

Follow-up and application of recommendations

The developed guidance was developed within 6 months during the development of operational action plans (country action plans). Ministry of Economic Development Russia More than 30 country action plans were prepared on the basis of the recommendations made by the departments of the EED block, with organizational and analytical support from specialists of the Project PRACTICE group of companies.

Recommendations were made for the development of action plans at the sectoral and regional levels

Information and application development

A prototype of the EED public administration information system has been developed to support the planning and monitoring of action plans and the development of analytical reporting in the country, industry and regional areas.

The full-featured implementation of the developed tool should allow you to identify hot issues in the VED support system and escalate problems if they arise.

Specialists of the group of companies "Project Practice" were formalized:

1. Principles of forming a system model for managing foreign economic activity using software-targeted management methods.

2. Approaches to the definition of a system of tasks, activities, projects taking into account general priorities and principles of the formation of plans in relation to the system of institutions and instruments of foreign economic activity.

3. Management structures that ensure effective public administration of the EED, the formation and selection of indicators for the purpose of an integrated and sufficient assessment of the implementation of multi-level plans and programs.

The use of developed recommendations and tools will allow to organize systematic and regular monitoring of the implementation of action plans, escalation of problems and designation of hot issues, monitoring of beacon projects in the field of foreign economic activity.

As of November 2015, a replicated version of the system is not offered.

2010

Country Plan in Action

In July 2010, the Ministry of Economic Development of the Russian Federation announced an open competition within the framework of the federal targeted program "Electronic Russia" for the development and implementation of an automated Information Management System of the Action Plan of the Government of the Russian Federation for the implementation in 2009-2012 of the Main Directions of Foreign Economic Policy of the Russian Federation until 2020 (PD UNWEP and Country Action Plans).

Project Practice Group has been selected as the developer of the information system.

Appointment

The information management system of the PD ONWEP is designed to plan and monitor the implementation of foreign economic activities projects together with priority partner countries, organize interdepartmental interaction on these issues, prepare consolidated analytical reports on key indicators, including for subsequent publication in open sources.
