Rostelecom will provide development of infrastructure of Electronic government of the Orenburg region

JSC Rostelecom, JSC VolgaTelecom and the Government of the Orenburg region signed at the end of 2010 the tripartite agreement about cooperation within creation of a regional segment of "the electronic government".

The agreement the Governor of the Orenburg region Bergh Youri, the CEO of JSC VolgaTelecom Vladimir Rybakin and the Vice president for federal programs of JSC Rostelecom Alexey Nashchekin in a festive atmosphere ratified.

According to it the parties will create infrastructure of "the electronic government" of the Orenburg region based on the complete solution developed by Rostelecom and also will provide technical maintenance of transfer and electronic submission of services of public authorities and local government. The solution contains a full range of the services and technologies necessary for a possibility of rendering services in electronic form by regional authorities.

The purpose of Electronic government – ensuring the automated address processing of social information in the personified type. The project is directed to simplification of receiving by the population of a different type of privileges, subsidies, compensations.

Among the purposes of the bilateral agreement there is a quality improvement of communication services, formation of infrastructure of the electronic government in the Orenburg region, development of the competition in the field of telecommunication services.

Under the terms of the agreement JSC VolgaTelecom undertakes to maintain high reliability and communication quality in the territory of the area, to perform effective investment activities, to meet demand for communication services, making them more available. Participation in socially important projects of the Government of the region regarding the organization of providing telecommunication services also belongs to duties of the company.

The government of the Orenburg region in turn undertook to give the state support and feasible assistance in development of infrastructure of electric communication in the territory of the area, in project implementation of JSC VolgaTelecom and also in settlement of the relations of the company with local government authorities.

Agreement parties already have positive experience of implementation of joint programs. So, within the regional target program "Development of Infrastructure of Electric Communication in Rural Areas of the Orenburg Region" which works in the region since 2002 at the expense of own means of JSC VolgaTelecom more than 1.4 billion rubles, from them were invested in 2010 – 170 million rubles, in 2011 the volume of the capital investments will be more than 277 million rubles. In total in 2010 the branch makes investments into development of a communications infrastructure of the Orenburg region in the amount of 682 million rubles, in 2011 the investment of 960 million rubles is planned.

2015: Rostelecom will provide development of infrastructure of Electronic government of the Orenburg region

In the spring of 2015 it was announced that Rostelecom of Department of information technologies of the Orenburg region will custom-make works on upgrade of the infrastructure providing rendering the public and municipal services in electronic form. The technical solution developed by the company corresponds to the general policy accepted for creation of uniform infrastructure of "the electronic government" and meets all requirements of information security and personal data protection.

On the basis of the signed contract Rostelecom will render service in development and deployment of a system of the automated creation and the publication of interactive forms of electronic services on the Uniform portal of the public and municipal services (EPGU). Convenient tools will allow users of a system to develop independently forms of filing of applications on rendering different public services.

Within upgrade of infrastructure of the electronic government Rostelecom will perform completion of Issue of Documents service thanks to which citizens will be able to receive statements from the household book and the certificate of existence of personal subsidiary farm. The innovation will also allow local government authorities of city and rural settlements of the Orenburg region to automate maintaining accounting of personal subsidiary farms of the population.
