2023: Building the System

In early July 2023, it became known that the Ministry of Health of the Russian Federation is creating a federal register of patients with viral hepatitis. Information to this system will be sent by medical organizations, as well as the Federal Compulsory Health Insurance Fund (FFOMS), the Federal Tax Service (FTS), Roszdravnadzor, FMBA, the Compulsory Medical Insurance Fund, the Social Fund, the Ministry of Digital Science and other departments.

The start of the work of the Federal Register of Patients with Viral Hepatitis is scheduled for March 1, 2023. It will be led by the Ministry of Health in the Uniform State Health Information System. With its help, they plan, in particular:

• collect information about patients, prescribing drugs;
• form individual patient routing;
• process data on immunoprophylaxis of citizens.

Ministry of Health creates Federal Register of patients with viral hepatitis

The Ministry of Health approved the composition of the information and the timing of its introduction into the register. For example, clinics should submit test results within 2 hours of receiving them. The results of laboratory tests with established hepatitis will have to be transferred to the register within two hours. Within three days from the date of receipt of the diagnosis, general information about the patient (passport data, phone number, place of work) will be transmitted, and within 12 hours - information about contacting a medical organization.

The register will contain all information regarding the treatment and dispensary monitoring of patients with hepatitis: "the medical care provided to them, including drug provision, the formation of individual patient routing and individual plans for diagnosis, treatment and rehabilitation, support for the principles and approaches of personalized medicine in the provision of medical care."

Earlier it was assumed that the data on this group of patients will be immersed in the vertically integrated medical information system (VIMIS) "Infectious Diseases."^[1]
