2023: The Ministry of Digital Industry will create a unified IT system for monitoring fire safety for 11 billion rubles

On November 21, 2023, the Russian Ministry of Digital Development announced a project to create a federal fire safety platform. The total costs of implementing the initiative are estimated at approximately 11 billion rubles.

According to the Vedomosti newspaper, we are talking about the development of a specialized IT system for monitoring fires in forests. The head of the Ministry of Digital Development Maksut Shadayev spoke about the project. According to him, video surveillance cameras will be mounted on the masts of cellular towers installed in the forests to track fires: these needs will require 4 billion rubles. The creation of the monitoring platform itself will cost another 7 billion rubles.

Ministry of Digital Development unveils project to create federal fire safety platform

In 2022, President Vladimir Putin signed a decree "On measures to reduce the area of ​ ​ forest fires in the Russian Federation." The document provides for a decrease in the area of ​ ​ forest fires on the lands of the forest fund in 2022-2030 by at least 50% compared to the indicators of 2021. In addition, by 2030, the share of forest fires on forest lands liquidated within the first day from the moment of detection should approach 100%.

The new initiative will Ministry of Digital Development contribute to the implementation of the decree and reduce the total number of fires. According to the Social Fund of Russia, in 2023, the area of ​ ​ fires for forest lands amounted to 4.3 million hectares, which is 1.3 times less than the limit for the corresponding year set by the government (5.5 million hectares).

2022: What are the most demanded fire safety services in Russia

The Russian market for services in the field of fire safety of buildings and structures is characterized by a variety of types of services provided, however, the largest share (about 73.7%) in this market is occupied by the installation, maintenance and repair of fire safety equipment. This is evidenced by the data of the agency for market research and business plans "GuideMarket," which were released in July 2023.

In second place in terms of market share (8.4%) is the category "extinguishing fires in settlements, at production facilities and infrastructure facilities." In this category, professional fire extinguishing is carried out at various facilities, including residential buildings, industrial enterprises and infrastructure facilities.

The share of the category "conducting scientific and technical consulting and examinations" is 5.3%. As part of this activity, consulting support is provided on fire safety issues, an examination and analysis of existing safety systems is carried out.

The category "Testing, Repair and Maintenance of Fire Fighting Equipment, External Fire Ladders and Roof Fencing, Primary Fire Fighting Equipment, Fire Extinguishing Agent Quality Restoration" occupies 4.0% of the market. Within this category, tests, repairs and maintenance of fire equipment are carried out, as well as the restoration of the quality of fire extinguishing agents.

Development work and testing of fire-technical products occupy 2.4% of the market. Within this category, new fire and technical products are being developed and tested for safety.

2.4% of the market also occupies the category "conducting fire risk calculations, as well as other calculations in order to ensure fire safety." Within this category, fire risk calculations and other calculations aimed at ensuring fire safety are carried out.[2]
