2023: Demonstration of the operation of a single regional management center

The governor Murmansk region Andrei Chibis demonstrated to the president Russia Vladimir Putin the principles of operation of a single regional management center. It includes a complex of information and analytical systems combined on a single digital platform. The complex ensures the effective operation of regional authorities, subordinate enterprises, increases the speed of response to problems and requests of residents of the region. The SDGs make it possible to see in real time the key data indicators and results achieved, track the status of the implementation of national projects, and make decisions based on a comprehensive picture of current ones. The data company RIR (RuSat Infrastructure Decisions) announced this on July 21, 2023.

The regional management center of the Murmansk region, created with the participation of a technological partner represented by RuSat Infrastructure Solutions JSC (RIR, part of Rosatom), was commissioned in November 2021. The head of the Murmansk region noted that the feedback services with the population introduced in the SDGs have proven themselves to be very effective and convenient.

The system allows you to control the work of city services - from transport to cleaning. In addition, with the help of voting, the authorities find out public opinion - for example, what urban spaces need to be transformed in the first place, what kind of playground the northerners like best. It also contains all the information on national projects, development programs, the plan "In the North - to Live," in the development of which residents of the region took part. Thus, the practice of using digital projects makes life more comfortable for people in the North.

The complex includes several systems, including the Our North portal, the Murmansk Region Investment Portal, the Murmansk Region Tourism Portal and others. Data is supplied to the Unified Digital Platform for Regional Management (ECPUR), which collects, summarizes and analyzes information from various sources - departmental information systems of the region, electronic databases and others.

ECPUR is a product created under the control of the government of the Murmansk region by a team of RIR developers. More than 20 information systems were integrated. In addition, the project team helped develop data management competencies. All employees of authorities and municipalities use the platform in their daily activities, which is more than a thousand people. The platform helps to cope with the consequences of "patchwork digitalization," it connects together new systems with each other and with the infrastructure that already operates in the city or region. ECPUR combined statistics: appeals from residents, implementation of national projects, economic development, messages from the media and social networks, data from Public services, transport, road khozyaystvӑstva, housing and communal services information and much more.

Our North portal is an effective tool for interacting with residents. It is implemented on the Russian solution: the software complex "Active Citizen" to involve residents - its own development of RIR, entered in the register of domestic software.

Through it, every resident of the region can influence the development of urban infrastructure, take part in voting, for example, to choose the design of the New Year's decoration of the city or the color of the facade during the repair of the house, talk about current problems. To receive complaints on the portal, separate thematic blocks have been created: the problem of housing and communal services, uncleaned garbage, uncleaned snow, holes on the road, etc. The message is received by the moderators, who send it for consideration to a specific performer. In each municipal education region, responsible persons are assigned to work on the portal, as well as a list of operators and performers for each category of messages.

In addition, anyone can find a national project of interest to him, get acquainted with the indicators and results characterizing his implementation, assess the lag or ahead of plans. The government of the Murmansk region and JSC RuSat Infrastructure Solutions in 2023 completed the third stage of the development of the Our North portal. The joint project team updated the main page and refined the functionality of interaction with residents, introduced a system of loyalty and encouragement of the most active users.
