2023: Arrest

On August 8, 2023, the Basmanny District Court, at the request of the Main Investigation Department of the TFR, arrested for a month two leaders of the Serkons company, which specializes in issuing certificates and conducting examinations in the field of fire and industrial safety. Pavel Filatchev, a representative of the GC's own security service, and his brother Alexei, who heads one of the holding's divisions, Prommashtest LLC, were sent to the pre-trial detention center. The brothers were accused of group hooliganism and violent obstruction of the legitimate activities of journalists (part 2 of article 213 and part 3 of article 144 of the Criminal Code of the Russian Federation).

According to Kommersant, the events themselves, which served as the reason for the proceedings, took place in the spring of 2019. Then the editor-in-chief of Rosderzhava, Yan Katelevsky, and blogger Alexander Dorogov arrived at the central office of Serkons to shoot a story about the protection of the rights of the injured employee, who was dismissed without severance pay.

The attempt to shoot ended in a massive brawl. Moreover, both sides sent statements to law enforcement agencies. Bloggers talked about beatings and broken equipment, businessmen about a raid on their office. Bloggers said on the Filatchev brothers on the fact of beating and broken equipment, and those, in turn, on the raid of a hooligan nature.

Cases of hooliganism against bloggers and causing them minor harm to health were conducted by the police and dealt with them formally, Kommersant reports. As a result, the cases were suspended.

The bloggers themselves are in custody in another criminal case by August 10, 2023. They are involved in a criminal case on extortion of money from a traffic police inspector, the newspaper notes.^[1]
