The Ministry of Digital Development of the Russian Federation is creating a recruiting AI platform for hiring employees for the public service. This became known on August 23, 2023.
As Vedomosti writes with reference to the draft government decree developed by the Ministry of Digital Development, the State Personnel platform, created on the basis of Gostekha, will automate the processes of selection, professional development, motivation, assessment of officials, the formation of a professional culture and anti-corruption. The experiment will begin on September 1, 2023 and will last a little over a year, its goal is "to test the methods of personnel work using information and communication technologies," the explanatory note says. Participants in the experiment will be the Ministry of Labor, the Ministry of Finance, the Ministry of Economic Development, Ministry of Digital Development, Rosaccreditation, as well as state organizations. In turn, the Ministry of Digital Development will become the coordinator of the experiment.
Through the Goskadra platform, those who wish will be able to respond to vacancies, post resumes, take training courses, and departments will be able to monitor the needs of employees, search for and select candidates, set tasks for them and assess the effectiveness and result of work, newspaper sources say.
The new mechanism can help in the formation of a personnel reserve of civil servants, explained the general director Superjob Alexei Zakharov. For example, it will allow you to filter from 800-1000 employees of the level of the head of the department of the federal ministry suitable for a higher position and quickly compare them with each other. Now the decision on which employees can get into the personnel reserve is made by a person, but these functions can be transferred to AI, the expert said.
The technical director of the IT company Noosoft believes that Goskadra can cost 100 million rubles. In his opinion, it will take about a year to develop the subsystem.[1]
