The administration of the Kostroma region opened the first multifunctional Center (MFC) in the region, which provides citizens and legal entities with state and municipal services on the principle of "one window." To date, the Center provides 72 public services to the population. The MFC IT infrastructure was created by the CRIC company on the basis of cloud technologies.
Multifunctional Center (MFC) - a single place for receiving, registering and issuing the necessary documents to citizens and legal entities when providing state and municipal services. It ensures interaction between authorities, so that citizens can receive several public services at the same time, and all intermediate documents (approvals, certificates, etc.) are collected without the participation of the applicant.
"Our main goal is to rid Kostromichs of forced circulation in numerous instances. The MFC can solve any issue related to property and land relations, social payments, employment, migration procedures and other areas. We predict that in a year the MFC will process about 145,000 appeals, "commented Igor Slyunyaev, Governor of the Kostroma Region.
The new Center has an "electronic queue." The visitor selects the service he needs on the touch screen and receives a ticket indicating the number, floor and number of people in the queue. As the queue passes, the numbers of the ticket and the window in which the visitor is waiting for the specialist appear on the monitor in the waiting room.
"This project brought together innovative technologies and a new level of attitude of the authorities towards their fellow citizens. The technology turned out to be "live," when operators can control the 35-window "electronic queue," redirect the visitor to another window, start his queue again or close the application. At the same time, the project is economical, since the systems function in the "cloud" of its own development of the CRIC, and even at peak moments, services are always available to citizens, "said Boris Bobrovnikov, general director of the CRIC company.
All operators in the system are centralized and run on the server. The workstation includes only a monitor, keyboard and a special device (thin client). "It solved two problems. Firstly, the Administration of the Kostroma region was able to significantly save on the mandatory certification under the FSTEC of each computer processing personal data, and to certify only the server. Secondly, the cost of electricity in this case is almost 20 times less than when using traditional PCs. In addition, if the equipment fails, the operator can switch to another workplace and continue working in his personal profile.
