2025: Launch of a laminate plant in St. Petersburg for ₽1,5 billion

In November 2025, the St. Petersburg Layered Plastic Plant launched a new line for the production of high-strength laminate (HPL). We are talking about high-tech composite materials - high-pressure plastic, which are used in construction, urban studies and transport. The total investment in the project will amount to ₽1,5 billion.

According to Vedomosti, the investment project is designed for three years. Plans to increase production volumes are associated with the possibility to reorient the market to the use of high-tech composites, as well as the replacement of European manufacturers who left the Russian market.

Director of Strategic Development and Marketing of the company Yulia Budanova said that at the end of 2026, it is planned to launch a new 18-story press worth ₽918 million at the plant to increase production volumes. Of these, ₽730 million is a preferential loan from the federal Industrial Development Fund.

As part of the investment project, ₽360 million of the total investment has already been invested in the opening of a new site on the territory of the plant, which produces the main raw materials for HPL panels - paper impregnated with thermoactive composition. The production of raw materials is carried out by Innovative Technologies LLC, associated with ZSP LLC.

Of the rest of the funds, part is directed to the already completed modernization of the boiler house. Another part is aimed at the ongoing construction of the product processing workshop. Processing of HPL products on the territory of the cluster is carried out by DesignerInvest LLC, which is also associated with ZSP LLC.

Innovative Technologies has another operating site for the production of raw materials in the Leningrad Region. This ensures vertical integration of production and reduces reliance on external suppliers.[1]

2024: R-Investments bought Sloplast

The manufacturer of decorative paper-layered plastic Sloplast, one of the largest in Russia, changed its owner. As it became known on June 17, 2024, the company became the property of the R-Investments holding, created by the former head of the Rossium concern Andrei Kryukov and Ivan Blagodatsky, a member of the Transfin-M board of directors.

The deal was confirmed by the seller's financial adviser, Advance Capital. According to the publication, the value of the Kommersant transaction remains confidential, but the source said that the price was market. According to the data, SPARK the R-Investments holding, through an LLC controlled by it "Perspective" , acquired 100% in LLC Layered Plastics Plant (ZSP), LLC DesignerInvest and LLC Innovative Technologies on May 23, 2024. Previously, these assets were owned by businessman Dmitry Zaytsev.

Andrei Kryukov noted that one of the advantages of Sloplast is a production chain closed in the domestic market and wide possibilities for using HPL-plastic (High Pressure Laminates). According to him, it is planned to increase production capacity to expand the range of products. The executive director of Advance Capital Artur Shubaev stressed that the building materials market is attracting more and more attention from investors.

Advance Capital analyst Pavel Terentyev estimates the turnover of the Russian HPL plastics market in 2023 at 9 billion rubles. In his opinion, the sector has significant growth potential, given the low per capita penetration of material in Russia compared to European markets. In the future, the turnover of the HPL plastics market in the Russian Federation may grow to 58 billion rubles or 66 million square meters. m, including through the replacement of imports.

Mikhail Katsevma, vice president of the Russian Union of Chemists, pointed to the availability of raw materials for the production of layered plastics as one of the main advantages. However, he noted that in the future, HPL plastics may be supplanted by greener materials such as polycarbonate, ABS plastic and polypropylene, especially in non-combustible versions, which already occupy a significant market share in Western countries.[2]

The layered plastic plant is an industrial enterprise for the production of decorative paper-layered plastic used for interior decoration of premises of various profiles, in the system of hinged ventilated facades, for the manufacture of kitchen countertops and facades, as well as in the interior decoration of vehicles (data for September 2023).
