2023: Searches in the case of embezzlement of 194 million rubles
Samara police officers conducted searches in the office of the Volgatransstroy Group of Companies (VTS). State Duma deputy Alexander Khinshtein wrote about this in his Telegram channel on August 15, 2023.
According to him, the searches were carried out within the framework of a criminal case on abuse of office by the heads of the capital construction department.
According to investigators, VTS-P (part of the VTS Group of Companies) unreasonably transferred 194 million rubles for an unrealized metro construction project.
According to Kommersant, the contract for the design of the metro station was concluded with VTS-P in 2018. The contractor had to perform the work by December 31, 2021. However, two months before the deadline, in November 2021, it became known that the regional authorities refused to build the Samara station. The official reason for abandoning the original plan is the distance between the two new stations is too small. At the same time, the contractor has already managed to create a project for preparing the site for construction.
According to the newspaper, Acting Minister of Construction of the Samara Region Mikhail Aseev was summoned for interrogation in a criminal case as a witness twice. Previously, he headed the regional department of capital construction.

There are serious questions to the chairman of the regional government Viktor Kudryashov, who, by his voluntary decision, ordered to suspend work with VTS-P, although the contract has not yet expired, - noted Alexander Khinshtein. The basis for initiating the case was the deputy's requests. |
Earlier, the Department of Capital Construction of the region tried through the court to return 193.6 million rubles, which were paid under the state contract for the design of the Samara metro station. However, the Arbitration Court of the Samara Region denied the claim. In April 2023, the 11th Arbitration Court upheld this decision.[1]
