AIS State order of the Oryol region

On September 1, 2010 the new information system was brought into operation. Its main users are over 800 state customers of the Oryol region: main managers and receivers of budgetary funds, staff of authorized and regulatory authority. A system allows customers qualitatively and at the scheduled time to perform the procedure of order placement on delivery of goods and rendering services, including stages of distribution of the budget for receivers, planning, preparation and carrying out purchases. Using possibilities of an information system, customers can conduct procurement by holding open competitions and auctions, public electronic auctions, a quotation request of the prices and also by order placement at the only supplier.

The AIS supports two options of order placement: the centralized placement through authorized body and order placement directly receivers of budgets when carrying out purchases by a quotation request of the prices. In the first option state customers can carry out purchases also in the form of joint biddings.

Collecting, storage and information processing about purchases in the single database give the chance without additional costs to receive any reporting on the course of process of purchases at the moment of time and for any period. Having up-to-date data, experts in the field of purchases can carry out the comprehensive analysis of the held auction, calculate efficiency of purchases by different methods, estimate an environment of the regional market. These reports — analytical, statistical and so forth — are used for improvement of processes of placement and execution of state orders.
