2023: Creating a Registry
Prime Minister Mikhail Mishustin signed a decree on the creation of a single information resource containing information on underground and surface (rivers and reservoirs) water bodies used for drinking and household water supply. The document was published on October 9, 2023.
According to the regulation on the experiment, it will be held in the Stavropol Territory, the Tula Region and the Chechen Republic. The event is aimed at collecting, comparing and analyzing information about the specified types of water bodies contained in various information systems, as well as at developing the basis for combining such information within a single resource to solve interdepartmental tasks for the management and protection of water bodies.
It is assumed that the information resource will contain information on the qualitative and quantitative characteristics of underground and surface water bodies, water intakes, modes of operation of water bodies, as well as measures for their protection.
The operator of the information resource that should appear as a result of the experiment has determined the Federal Agency for Subsoil Use. The participants in the experiment will be the Ministry of Digital Development, Rospotrebnadzor, Rosnedra, the Federal Service for Technical and Export Control (FSTEC), as well as Rosreestr. They will ensure the integration of their departmental systems with the created single information resource.
To plan and manage water resources properly, a holistic picture of their condition and use is needed. The unified state register of water bodies will become such a place. We have a complete picture of licenses issued at the federal level, regional data will be immersed in the system. So we will be able, including to balance and redistribute capacity between water-deficient regions and those where there are enough water reserves, "said Alexander Kozlov, head of the Russian Ministry of Natural Resources. |
