2023: The head of the department organized fictitious training of nurses and earned millions

The head of the department of additional education of the Vladimir Basic Medical College was accused of organizing fictitious training (part 1 of article 285 of the Criminal Code of the Russian Federation - "abuse of office"). This was reported in the press service of the regional department of the Investigative Committee in October 2023.

As the audit showed, in the fall of 2020, an agreement was signed between the Vladimir Institute for the Development of Education named after L.I. Novikova and the Vladimir Basic Medical College to organize a college to educate citizens affected by the COVID-19 coronavirus. According to investigators, the accused in the period from October to December 2020 produced documents on the organization and conduct of professional training on the basis of a college for 100 students in the position of "Sidelka," for which a grant of almost 2.5 million rubles was transferred to the educational institution. At the same time, in violation of the established requirements, the training was not carried out in full-time, according to its results, the students did not accept the exam, and some of the citizens indicated in the documents did not undergo training at all, according to the statement of the Vladimir department of the TFR.

Investigators of the Investigative Committee questioned students, staff of the educational institution, specialists and officials of the authorities, seized and examined the documentation. According to the results, comprehensive evidence has been collected that incriminates the accused, which are recognized as sufficient to send a criminal case to the court for consideration on the merits, the Investigative Directorate of the Investigative Committee of Russia for the Vladimir Region said.

The maximum punishment that can threaten for organizing fictitious courses for nurses is up to 4 years in prison. The name of the accused was not disclosed by mid-October 2023.[1]
