2023: Sentence - 9.5 years in prison for bribe

In October 2023, the Oktyabrsky District Court of Irkutsk sentenced the former deputy head of the Investigation Department of the Ministry of Internal Affairs in Buryatia Andrei Bardakhanov to 9.5 years in a maximum security colony and a fine of 30 million rubles. He was found guilty under Part 3 of Art. 30 and Part 6 of Art. 290 of the Criminal Code of the Russian Federation (attempted bribe-taking on an especially large scale). By a court decision, the convict was deprived of the special rank of colonel of justice.

According to the press service of the Investigative Department for SK Russia Buryatia, at the end of July 2023 Irkutsk , while in the hotel building, out of selfish motives, he received a bribe in the form of dummies of money in the amount of 15 million rubles through an intermediary for committing illegal actions to terminate criminal prosecution against one of the defendants in the criminal case, which is in the production of the Investigative Directorate of the Ministry of Internal Affairs in the Republic of Buryatia.

As Kommersant writes with reference to a source familiar with this case, it featured two intermediaries who agreed on a bribe and transferred it. One is Bardakhanov's childhood friend, the second is a professional lawyer. The money was intended to end the criminal prosecution of banker Vitaly Avdeev.

The publication notes that Vitaly Avdeev, ex-chairman of the board of Baikalbank (worked in this post for about three weeks, the bank's license was revoked in August 2016) has been in the field of view of supervisory authorities and law enforcement agencies since 2017, when a criminal case was opened against him and four other defendants under Art. 196 of the Criminal Code (intentional bankruptcy) and part 4 of Art. 160 of the Criminal Code of the Russian Federation (appropriation or embezzlement on an especially large scale).

In June 2019, Vitaly Avdeev was sentenced to a prison term in the case of attempted theft of bank property by almost 900 million rubles, of which about 150 million rubles were stolen in the form of bank funds and gold.[1]
