The volume of the Russian technical hemp market for the year reached 3.2 billion rubles
The total market value of all products produced in Russia from technical hemp amounted to 3.2 billion rubles. Taking into account the volume of the global hemp market - about $7 billion - the market share of the Russian Federation accounts for less than 1%. This is evidenced by the data of the analytical company NeoAnalytics, released in November 2025.
According to experts, 2024 showed positive dynamics of key industry indicators. Among them - an increase in sown areas, gross collection of seeds and fibers of technical (industrial) hemp.
All three indicators showed a sharp increase after the correction period, reaching values of about 150-180% compared to 2016. This indicates the strengthening and sustainable development of the industry.
More than half of the entire domestic market is formed by the food segment. Foods such as hemp oil, flour and protein account for about 54% of the total cost. This share shows a steady trend towards annual growth. Hemp seeds serve as a valuable source of vegetable oils, healthy fats, amino acids and protein.
According to the Rosselkhoztsentr, the sown areas of technical hemp in the Russian Federation in 2024 amounted to 16.5 thousand hectares. The Ministry of Agriculture predicts for 2025 the growth of areas up to 20 thousand hectares with a gross collection of 10 thousand tons of hemp and 15 thousand tons of seeds.
NeoAnalytics experts highlight several promising areas for the development of the industry:
- production of products for the beauty and healthy eating industries;
- import substitution of cotton in the textile industry through the use of hemp fiber;
- use of raw materials in pulp and paper and chemical industries as an alternative to wood.
The successful development of these areas directly depends on the readiness of investors to finance the creation of new technological industries. The development of facilities for deep processing of industrial hemp and the production of high-degree fiber is critical.[1][2]
The first hemp fiber processing plant in Russia opened in Bashkiria
On July 31, 2024, the Ministry of Agriculture of the Republic of Bashkortostan announced the opening of the first hemp fiber processing plant in Russia. This raw material is used in various industries.
Hemp fiber products have a number of advantages. Thanks to its special structure, this material is stronger than cotton. Hemp fiber is safe for allergy sufferers and has a beneficial effect on human skin. Such a fabric does not deform or lose shape during the wearing process. It is noted that hemp fiber is also widely used for the manufacture of insulation, non-woven materials, geotextile, ropes, and a fire (hemp fluttering waste) is most often used in construction, for the production of kostrobeton, arbolite blocks.
The first hemp fiber processing plant in Russia is located in the Buzdyak district of the Republic of Bashkortostan. The capacity of the enterprise is 1 ton of input raw materials per hour. The volume of finished products is declared at the level of 250-300 kg per hour.[3]

Sown areas of industrial hemp in Russia decreased by 6.1% to 12 thousand hectares
In 2023, the sown areas of industrial hemp in Russia amounted to about 12 thousand hectares. This is 6.1% less than in the previous year, when the indicator was estimated at 12.8 thousand hectares. Such data are given in a study by NeoAnalytics, the results of which were published on August 29, 2024.
The hemp industry is used in various fields, including medicine, fuel, textile, paper, construction and other industries. In addition, raw materials are used to produce coarse vegetable fiber (hemp). Among the leading players in the Russian industrial hemp market are Konopleks LLC, Mordovian Penkozavody LLC, Nizhny Novgorod Hemp Fibers LLC, Agrobionika LLC, Dmitrovsk-penka LLC, Patriot Agro LLC, Agrofirma Yuzhnaya CJSC, Medal LLC, Hemp and Co SPSK, Konopel PC LLC.
It is noted that in 2023 the production of hemp seeds (after refinement) in the Russian Federation amounted to more than 2 thousand tons, which is 38.9% more compared to 2022, when negative dynamics were observed. Exports rose 25.2% year-on-year to more than 400 tons. The main countries exporting hemp seeds in value terms in 2023 were Poland (78.4%), Turkey (11.2%), Serbia (5.4%), Belgium (4.9%), etc. At the same time, there is no import of these products into the Russian market.
The authors of the study note that in Russia in the structure of production of hemp products, the largest share is in food - more than 50% at the end of 2023. The demand for such goods is growing against the background of the popularization of a healthy lifestyle. In particular, during the COVID-19 pandemic, people became more interested in proper nutrition, as well as various ways to maintain health. In addition, the proportion of vegetarians has increased. Food hemp is used to produce hemp flour, cold-pressed oil, water-soluble concentrate of hemp protein, hemp fiber, etc.[4]

An unfairly forgotten culture of hemp products is being revived in Russia. According to the Government of the Russian Federation, industrial crops of technical varieties of this plant in 2020 reached 10.8 thousand hectares - 12.4 times more than in 2010. In pre-revolutionary Russia and the USSR, hemp growing was a powerful industry - the export of hemp, fiber produced from hemp, brought income comparable to the current ones - from oil and gas. Then the word "hemp" began to take on a negative color due to the start of a campaign against cannabinol-containing varieties of the plant, but now the industry is gradually reborn.
