2023: Transfer of 4,000 employees to KEDO

PEC transferred more than half of its employees to personnel EDO. This was announced on November 21, 2023 by HRlink.

The multi-service logistics operator reduced the volume of manual labor of employees by 70% and accelerated the exchange of documents between human resources department and regional divisions by 80%.

PEC branches are located Russia in and abroad - in,, Armenia,, Azerbaijan,, Belarus,,, and Kazakhstan Uzbekistan. In Kyrgyzstan Tajikistan Turkey China UAE Russian branches, from to, Kaliningrad there are Yuzhno-Sakhalinsk about 7600 employees. The company annually generates an average of 200 thousand personnel documents with a volume of 1 to 12 sheets each.

PEC has connected more than 4 thousand employees throughout Russia to the HRlink personnel electronic document management (CED) service. Now employees can remotely sign over 30 types of documents. Whereas earlier it took up to 7 minutes to prepare, print and sort one paper document only in the PEC human resources department.

Thanks to the transition to EDO, our company has optimized 70% of manual labor. The number of technical and other errors in the preparation of documents has decreased. The human resources department has freed up time to conduct more consultations with employees, prepare analytical and other materials, as well as develop additional tools to improve the quality of work, "said Victoria Tsoi, HR Director of PEC.

In 2020 IT , Ministry of Labour and Social Protection the unit took part in the experiment, and in April 2023, a massive transition to began. The KEDO IEC analyzed more than 10 solutions, focusing on criteria such as security storages and exchange, document data processing speed, and interface convenience. As a result, the company chose the platform with the highest performance in these categories - HRlink.

Our main task was not to impose the transition to personnel electronic document management on people, to give them the opportunity to independently make sure how convenient it is to use it. We have produced videos and conducted a series of interactive presentations for employees. If necessary, each of them could independently test the personnel EDO before connecting to the platform, Viktoriya Tsoi added.

PEC accelerated the exchange of documents by 80% between the human resources department, which is located in Moscow, and regional units throughout Russia.

According to a survey conducted in October 2023, the company found out that the majority of employees who still draw up personnel documents in paper form would like to switch to EDO.

Therefore, in 2024, PEC plans to connect another 1,000 people to the HRlink platform. Thus, employees of the company with Russian citizenship and foreign citizens working in the PEC, who are tax residents of the Russian Federation, will switch to personnel EDO.
