2023: Mishustin's order to create a federal project

A new federal project "Digital Health Services" will appear in Russia. It will be based on solutions using artificial intelligence. Prime Minister Mikhail Mishustin gave the corresponding order to the department following the results of the strategic session on the development of artificial intelligence held on September 26, 2023. The Cabinet of Ministers published a list of instructions on November 22, 2023.

"The Ministry of Health and the Ministry of Finance need to provide funding from 2025 for the introduction of solutions with AI in the formation of a new fedproject" Digital Health Services, "the government said in a statement citing instructions from the head of the Cabinet.

Federal project "Digital Health Services" to be launched in Russia

According to Mikhail Mishustin, the development of AI-based technologies is necessary to ensure independence from foreign suppliers, strengthen the security of our country, as well as the emergence of additional opportunities for people and for business.

Earlier, the Ministry of Health announced the introduction of a medical device with AI in each region of Russia until the end of 2023. The department noted that by mid-November 2023, 24 medical devices with artificial intelligence were registered in the country, with 17 of them with Russian software.

In mid-November 2023, Assistant to the President of the Russian Federation Maxim Oreshkin said that 16% of healthcare organizations have already implemented AI-based solutions, adding that "obviously, this trend will only gain momentum."

Alexander Gusev, Director for the Development of the Webiomed Platform, considers AI services to support medical and management decisions to be the most interesting for implementation in the state healthcare segment. The medical industry, focused on launching projects with AI, needs state attention in the form of state financing, he said in a conversation with Kommersant[1]
