2023: Automation of the process for identifying copyright holders of previously registered real estate objects

BFT-Holding has automated the process of identifying copyright holders of previously registered real estate in the Omsk region. The system "BFT. Property" introduced for these purposes will allow the region to update information in the Unified State Register of Real Estate (USRN), ensure interdepartmental cooperation to identify copyright holders, as well as increase revenues to the regional budget due to taxation of property objects. BFT announced this on November 22, 2023.

The obligation to register changes in property ownership in Rosreestr appeared on January 1, 1998 - from the moment Federal Law No. 122-FZ came into force. If the rights to the object arose earlier and were not registered with the USRN, they are called previously accounted for. In Russia, according to experts, there are more than 25 million such apartments, houses and land plots, in the Omsk region - more than 400 thousand.

Local governments are obliged to carry out this work after the entry into force of law No. 518-FZ. The identification of copyright holders of real estate should improve the quality and completeness of the USRN data, which will positively affect property tax revenues and the socio-economic development of the regions, as well as ensure the protection of the rights of owners in the implementation of investment and infrastructure projects.

This is a complex process, consisting of several stages. Employees of the local government body need to prepare and send requests to different departments and organizations, summarize and analyze the information received, if the copyright holder is identified, notify the copyright holder himself and send information about him to the USRN. When it comes to hundreds of thousands of objects, such a process can drag on for many years. The President of the Russian Federation instructed to complete this work by January 1, 2027. To optimize the work of employees in the Omsk region, they decided to introduce the BFT Property software complex.

BFT Property is an automated system that provides accounting and management of state and municipal property, with the ability to adapt to the requirements of regional and local legislation. As part of the implementation project, BFT-Holding specialists installed software, connected it to federal information systems, migrated data and trained users to work with it. According to the results of the project, all 33 municipalities of the Omsk region were connected to the new system and more than 420 thousand real estate objects were loaded, the copyright holders of which need to be identified.

Now employees of local governments of the Omsk region send interdepartmental electronic requests to the Ministry of Internal Affairs, FTS, SFR, Rosreestr for 11 types of requests in automatic mode. This helps to collect the necessary information about potential copyright holders and also promptly send a set of documents to Rosreestr to enter information into the USRN.
