Denis Tsukanov was born on September 19, 1985 in Leningrad.

Education

Career

2004-2012

In 2004, he began his career as Deputy Director for Economics and Finance of the construction organization Peterstroymetal LLC, St. Petersburg.

From 2010 to 2012, he was the head of the department for strategic planning and monitoring of socio-economic development of the Committee for Economic Development, Industrial Policy and Trade of St. Petersburg of the Administration of St. Petersburg.

2023: Appointment as Minister of Digital Development and Communications of the Omsk Region

In July 2023, it became known about the appointment of Denis Tsukanov as the new Minister of Digital Development and Communications of the Omsk Region. He replaced Andrei Klyuchenko, who was removed from office, according to the head of the region, Vitaly Khocenko, for improper performance of official duties, ignoring the requests of residents and questions from law enforcement agencies.

According to Khocenko, Denis Tsukanov is also endowed with the status of deputy chairman of the regional government "to fulfill the tasks and national goals of digital transformation that the Russian president sets for the regions."[1]

2024

Detention by law enforcement agencies

On December 12, 2024, it became known that Denis Tsukanov, Deputy Chairman of the Regional Government, Minister of Digital Development and Communications of the Region, was detained in Omsk. A criminal case has been opened against the official - he was taken to Moscow by plane.

Tsukanov has been the Deputy Head of Government Omsk region - Minister of Digital Development and Communications since July 11, 2023. Earlier - from October 2022 to May 2023 - he served as deputy head of government. From 2014 DPR to 2022 he was Deputy Director of the Department of Regional Industrial Policy and Project Management. As RIA Omsk-inform was told in the Investigation Department of the Investigative Committee of the Russian Federation in the Omsk Region, operational actions against Tsukanov were carried out by employees of the central office of the department. Omsk investigators were not involved in this operation. What exactly is the reason for the detention of the head of the Ministry of Ministry of Digital Development of the Omsk Region, as of the date of the operational measures, nothing is reported. The measure of restraint for Tsukanov will be chosen by the Basmanny District Court of Moscow.[2]

Placing under house arrest

On December 13, 2024, the Basmanny District Court of Moscow sent Deputy Prime Minister of the Omsk Region, Minister of Digital Development and Communications of the region Denis Tsukanov under house arrest. He is suspended from office.

Tsukanov is a defendant in the case of embezzlement of budget funds in the Donetsk People's Republic (DPR). The official is charged with committing a crime under Part 4 of Art. 160 of the Criminal Code of the Russian Federation - misappropriation or embezzlement committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years or without it and with restriction of freedom for up to two years or without it.

The second person involved in the case is the former head of the DPR government apparatus Denis Petkun, who was also sent under house arrest. According to investigators, he and other persons stole budget allocations from the budget of the republic. The criminal case, the details of which as of mid-December 2024 were not disclosed, is being conducted by the Investigative Committee.

It is noted that Tsukanov took the post of Deputy Prime Minister, Minister of Digital Development of the Omsk Region in July 2023. Previously, he worked as Deputy Prime Minister of the DPR - Chief of Staff of the DPR.
