2023: Ministry of Digital Development Plans for the Platform

On November 24, 2023, it became known that the Ministry of Digital Development of the Russian Federation intends to create a national platform for storing and processing information coming from all urban video surveillance systems in the country. The corresponding initiative is proposed to be implemented within the framework of the national project "Data Economics."

According to the Kommersant newspaper, as of November 2023, there are approximately 1.2 million city video surveillance cameras in Russia. However, only half of those devices installed at the expense of the state are connected to centralized systems in the regions. And the regional authorities do not have access to private cameras at all. Therefore, Ministry of Digital Development intends to form a national "platform for processing and storing data from CCTV cameras."

It is assumed that regional video surveillance systems will be connected to centralized infrastructure. In addition, this complex should receive data from access cameras, the cost of installing which can be included in the budget for the overhaul of apartment buildings. To analyze huge amounts of video information, it is planned to use algorithms based on artificial intelligence, which, among other things, can recognize faces. The implementation of the project should contribute to improving security in the cities of the Russian Federation and increasing the detection of crimes.

The Ministry of Digital Development estimates the costs of creating the platform at 12 billion rubles, but market participants believe that the actual costs may be five to six times more. Ilya Mukha, digitalization manager of the Transformation Strategy practice at Reksoft Consulting, says the initiative "requires not only serious equipment for storing, processing and streaming video analysis using artificial intelligence, but also communication channels, redundancy, and a large, highly qualified team." In addition, as noted, it is more expedient to develop centralized video surveillance at the regional level, since data on incidents are needed primarily by local law enforcement agencies.[1]
