Moscow Mayor's Office terminated an IT contract for 151.1 million rubles with the IT company Ansystems due to poor performance

On November 23, 2023, it became known that the State Government Institution of Moscow "Information City" broke the state contract for 151.1 million rubles with the IT company "Ansystems." The reasons were delays and poor quality of work by this contractor.

In accordance with the agreement, Ansystems was supposed to carry out work on the development of the state information system "United Dispatch Service of the Department of Housing and Communal Services of the city of Moscow." We are talking about the development and maintenance of the operability of the telemetry and navigation data collection subsystem from on-board navigation and communication equipment mounted on road utilities of the Moscow municipal economy complex.

However, during the implementation of the project, the customer identified a number of significant shortcomings. Among them are named repeated violations of the terms and scope of work performed. In addition, it was found that the assigned tasks would not be solved "properly by the deadline provided for by the contract." As a result, in early September 2023, Information City sent Ansystems a letter to the general director Pyotr Chernavin with a list of problems. However, the executor did not eliminate them, while a criminal case was initiated against Chernavin himself on suspicion of non-payment of salaries to his employees.

At the end of September 2023, the state customer sent a second letter to the contractor, but no response was received. Therefore, Information City decided to terminate the contract with Ansystems unilaterally. The document states that "the contractor evades the performance of work under the contract." At the same time, Ansystems received 80.9 million rubles for its work by November 2023. The contract was to be fulfilled by the end of the specified year.^[1]
