Moscow: will spend nearly 500 million rubles for updating of network of the emergency notification

MCRBN signed the agreement about "Gazprombank leasing" on supply of equipment for upgrade of the network. The operator of the emergency notification will receive in 2011 the equipment of the domestic supplier "Teleks" on 324.8 million rubles for which he will pay 476 million rubles within four years.

The Moscow City Broadcasting Network (MCBN) continues works on updating of the network of wire broadcasting. Upgrade of a management system and control by such network is necessary for the notification of Muscovites about state of emergency and feedback coupling with emergency services. As told CNews in the company, now for financing of works the agreement of leasing about "Gazprombank by leasing", got on October 20 approval of Federal Communications Agency (Rossvyaz) is signed. On it in 2011 the operator of the emergency notification will receive the equipment of production of the St. Petersburg company "Teleks".

"The equipment will be purchased for the total amount of 324.8 million rubles, - told CNews in MCRBN. - As a result of payment under the agreement of leasing will make 476 million rubles. After purchase of the device at first will pass to balance "Gazprombank of leasing", and then, on the end of all four years' payments, to balance of MCRBN. The equipment during 2011 will be installed". Added to the companies that the advance payment from "Gazprombank of leasing" Teleksa will be transferred in the first of November, 2010, and the first supply of equipment will happen in 120 days after receiving this amount.

Delivery will include the digital equipment of sound broadcasting "Otzvuk-R", production materials and devices for interface of a digital and analog part of video surveillance systems, listed with MCRBN. Up to this point upgrade of an alert network was carried out at the expense of means of MCRBN and, according to the company, is complete only on the fifth part for today.

The operator explains the conclusion of the agreement of leasing with the fact that similar purchase at the expense of own means would demand 7-9 years. "Application of such scheme is economically more effective, than attraction of borrowed funds in the form of a credit line, - add to MCRBN. - The benefits amount when leasing is 21.5 million rubles less, than in case of the credit". Also in the company list standard benefits from the leasing scheme: reduction of a taxable basis, lower, than on the credits percent, etc.

Let's remind that MCRBN actively advances "the social socket" for which operation of the disturbing button the created infrastructure will also be used. Access through such socket to the public electronic services (now in the company speak about speed of 2 MB/c) and social Internet resources, 8 television channels of the first multiplex, two state and to one regional radio channel do not depend on the conducted upgrade in any way. As for "the social socket", MCRBN suggests to provide a basic set of the listed services via it at the price of access to a radio receiving station (i.e. several tens of rub monthly depending on the region) in 39 cities of Russia, estimating the cost of such project at 50 billion rubles.
