State enterprise MCRBN suggests to scale the Social Socket project implemented in Moscow, all over the country. With its help it will be possible to listen to radio, to connect television and the Internet and also to contact emergency services. The Ministry of Telecom and Mass Communications, however, damped an ardor of MCRBN, having recommended to test for a start service on one region.
Except wire broadcasting, the disturbing button for communication with emergency services and dynamics of the notification of the Ministry of Emergency Situations on "the social socket" is the coaxial TV-connector and RJ-45 interface for Internet access. Instead of one cable of a radio receiving station their three: for the notification will be added to a wire coaxial (TV) and the unshielded twisted pair UTP (Internet). Does not render services of telecasting and access to a global network of MCRBN, for this purpose the company signs agreements with the relevant operators.
Partners of MCRBN get access to its network infrastructure and the last mile, but are in exchange obliged to provide to subscribers viewing 8 TV channels entering the social package, and Internet access made by the Government of Moscow at a speed of 64 Kbps according to the white list: portal of state services, social and municipal sites. The monthly price for use of "the social socket" should remain the same, as for a radio receiving station - around 50 rub a month.
Till 2013 on social sockets in Moscow and St. Petersburg (there the project is only supposed to be started), according to Vyacheslav Ivanyuk, a little more than 16.5 billion rubles will be required. From same year the organization is ready to begin implementation of sockets in 37 cities among which there are Sochi, Grozny and Vladivostok. According to Ivanyuk the total costs of 39 cities will not exceed 50 billion rubles. The system project makes the State specialized design institute of radio and television (GSPI RTV). Historically MCRBN is engaged in the warning system and service of radio receiving stations. Infrastructure of the company is non-volatile, the notification signal on it will pass even if the user will remain without electricity.
The Deputy Minister of Telecom and Mass Communications Naum Marder though spoke of the project positively, but did not approve plans of the company. "Neither Moscow, nor St. Petersburg can act as pilot regions, - he said. – At them the safety of wire infrastructure more financial opportunities is higher. This time we will not do as it happens, by the decree of the president through the whole country. At first it is necessary to hold testing of "the social socket" in the pilot region outside two capitals".
