Connection of almost all garbage trucks in Russia to the unified waste accounting system
Russia has completed the connection of almost all garbage trucks in the country to the federal state information system for accounting for municipal solid waste, ensuring digital control over garbage collection in real time. Over 25 thousand garbage trucks transmit data on traffic routes to FGIS UTKO, which is almost 100% of the total fleet of specialized equipment. The Russian environmental operator (REO) announced the achievement of the indicator on August 26, 2025.
According to Vedomosti, 18.5 thousand garbage trucks have been actively transmitting data through the GLONASS system over the past month. Information on the movement of special equipment is monitored at the government level within the framework of the interdepartmental headquarters "Incident" Organization of the MSW management system. "
Deputy Prime Minister Dmitry Patrushev, head of the interdepartmental headquarters, noted the need to ensure transparency of processes at each stage of waste management. According to him, the introduction of digitalization and artificial intelligence technologies helps to track the entire technological chain.
Patrushev explained that the GLONASS system allows you to observe the movement of specialized equipment online. At the expense of unmanned systems, over a thousand digital counterparts of polygons have been created, which ensures control over their filling and operation.
Denis Butsaev, Deputy Minister of Natural Resources and Ecology of Russia, explained the goals of tracking garbage trucks. The system checks the compliance of regional operators with the routes established by territorial waste management schemes.
Butsaev stressed that digital control helps to identify suspicious vehicle stops that may indicate illegal waste disposal in unidentified places. This improves environmental safety and prevents violations of environmental laws.[1]
The Ministry of Natural Resources of the Russian Federation obliged garbage collection companies to use FGIS UTKO for the sale of recyclable materials
From September 1, 2025, regoperators for the management of municipal solid waste will be able to sell recyclable materials only through electronic platforms integrated with the industry information system of the Federal State Budgetary Institution UTKO. This was reported to the Ministry of Natural Resources of the Russian Federation in July 2025. This should avoid grey schemes and ensure "waste is sent to recycling rather than landfill." Administrative liability is provided for violations: individual entrepreneurs face a fine of 30 thousand to ₽50 thousand, legal entities - from ₽100 thousand to ₽250 thousand.[2]

The field of waste management is one of the significant in the field of digitalization of nature management, said on March 14 at the 586th meeting of the Federation Council within the framework of the "government hour" Deputy Prime Minister of Russia Dmitry Patrushev. To improve the situation in this area, full traceability along the entire chain is necessary, but to achieve this there is still a lot of work to be done, it follows, including from the recent reports of the Russian Environmental Operator.
In 2023, a solid municipal waste accounting system (FGIS UTKO) was created, which provides for mechanisms for obtaining objective data at all stages. According to the Russian Environmental Operator, since December 2023, 34 million waste generators and 1.1 million container sites have been commissioned at the FGIS UTKO. At the final stage, it will be necessary to control the amount of waste that goes to sorting, and then to the landfill, and compare it with the reporting data that the regional operators[3] provide to the FSIS[4]
In turn, in container sites since last fall, photo and video recording tools began to be introduced to analyze their condition using artificial intelligence. Waste transportation can be tracked due to the use of the GLONASS system in garbage trucks, and when entering waste management facilities, an automated weight control system operates.
Additionally, using UAVs, digital polygon twins were created, which are included in a separate system. The program is included in the federal project "Stimulating demand for domestic unmanned aircraft systems," the implementation of which is provided for until 2030.
According to the data that Dmitry Patrushev cited at the "government hour" in the Federation Council, digital technologies in 2023-2024. helped to identify over 7 thousand violations at landfills.
At the same time, literally a day before the "government hour," March 13, the "Russian Environmental Operator" reported that information on 25,139 vehicles was entered in the FGIS UTKO. Of these, 1883 require removal or updating, since they are entered under the accounts of non-operating regional operators. Of these, 846 transmit traffic tracks and go on routes, new regoperators must provide information about them. There are no comments on 9755, as they transmit tracks of the movement of garbage trucks from February to the present. And 13,501 garbage trucks have not transmitted tracks of garbage trucks since February, while regional operators who have entered information about them carry out activities.

Seven regions are in the "yellow zone" with an indicator of 20 − 51% for the transfer of tracks, 26 regions - in the "green zone" with more than 50%.
The government, for its part, is increasing control over the treatment of MSW, Dmitry Patrushev said at the "government hour." So, on behalf of Mikhail Mishustin, a special interdepartmental headquarters "Incident'Organization of the MSW Management System'" was created in 2024.

2023: GIS Begins Operations
On December 1, 2023, the Russian Environmental Operator (REO) announced the launch of the federal state information system for municipal solid waste (FGIS UTKO). It will upload information about container sites, the amount of waste, areas of activity of regional operators, sources of waste generation, waste management facilities, MSW flow scheme.

This, in turn, will make it possible to make decisions on the development of the MSW management industry in the regions, on tariff regulation, as well as on equipment and infrastructure development. According to him, the new FSIS was created to consolidate the information on solid municipal waste management for the possibility of balancing waste generation, their flows, as well as existing and planned capacities as part of the creation of MSW infrastructure. The system should become a high-quality tool for monitoring the industry for the management of municipal solid waste in Russia, Butsaev added.
Data should be submitted to the FSIS UTKO by executive authorities of the constituent entities of the Russian Federation, local self-government, regional operators for MSW, REO, as well as legal entities and individual entrepreneurs operating in the field of MSW management. The order of the Ministry of Natural Resources, establishing the composition, timing and frequency of posting information in the FSIS UTKO, obliges information suppliers to place it in the FSIS UTKO from December 1, 2023. Primary data in the system must be entered by information providers by January 1, 2024.[7]
2022: Mishustin approved the operator of the GIS of household waste accounting
In May 2022, Prime Minister Mikhail Mishustin signed a decree approving the regulation on the state information system for accounting for municipal solid waste. In accordance with the document, the public law company Russian Environmental Operator will be responsible for the creation and development of the new platform.
According to the press service of the Cabinet, the federal state information system for accounting for municipal solid waste will help assess the volume of garbage collection throughout the country, track the number of contracts concluded in the industry, and also familiarize yourself with tariffs in effect in different regions.
The system will automate the accounting of municipal solid waste, strengthen control over the state of landfills, sorting centers and waste processing plants, and, in general, make this industry more transparent.
The new system will contain information on the sources of waste generation, on the places and volumes of their accumulation, objects of their processing, disposal and neutralization. It will include several subsystems, the main of which will be the electronic model of the federal scheme for managing municipal solid waste. The list of other subsystems will be determined by the Ministry of Natural Resources and Ecology of the Russian Federation.
The system will interact with other state resources, including the information system of housing and communal services, electronic models of territorial waste management schemes.
Some of the information posted will be available to everyone on the official website of the system. For regional MSW operators and individual entrepreneurs working in this industry, personal accounts will be created in the state information system.[8]
