2024: Accused of embezzlement during plant construction sentenced in absentia to 12 years in prison

On February 26, 2024, the Zamoskvoretsky Court of Moscow sentenced in absentia the former general director of the German company Glatt Ingenieurtechnik GmbH Reinhard Beber and board member Lutz Heinz. 2023: Embezzlement of 3.5 billion rubles during the construction of a plant in Kirov

On August 30, 2023, it became known that a criminal case was submitted to the court against the general director of the German Glatt Ingenieurtechnik GmbH Reinhard Beber and a member of the board of directors of the CIS company Lutz Heinz. Top managers are accused of attempted theft of 3.5 billion rubles during the construction of a blood preparation plant in Kirov by order of the Federal State Budgetary Institution Rosplazma.

According to Kommersant the newspaper "," the main investigation MINISTRY OF INTERNAL AFFAIRS Russia department of the GU To Moscow opened a case against Beber and Heinzl in 2013 under Part 3 of Art. 30 and part 4 of Art. 159 of the Criminal Code of the Russian Federation (attempted fraud on an especially large scale). The proceedings were initiated at the request of the founder of the bankrupt Intra Bau M LLC Alexei Kharchenko about the damage caused to Russia by Glatt. Kharchenko's company was selected as the contractor for the construction of a plant in Kirov, where it was planned to launch two lines for the production of immunoglobulin and albumin. The corresponding agreement between Russia and was Germany signed in 2005: the customer was under the jurisdiction of the Federal Medical and Biological Agency Rosplasma, and the contractor the German was Glatt Ingenieurtechnik GmbH. 6.9 billion rubles were allocated from the federal budget for the implementation of the project.

It is said that at the stage of delivery of the plant, the customer, who accepted all the work without any comments, unexpectedly doubted the quality of the materials used and their cost. Rosplasma, through arbitration, tried to receive funds from the German side that were unnecessarily spent on construction. However, the defendant provided a detailed report on the expenses, and the trial court did not find grounds for recovery. But in an appeal in 2016, Rosplazma managed to sue Glatt for more than 3.6 billion rubles, their Second Arbitration Court recognized as unjust enrichment.

On August 30, 2023, the Zamoskvoretsky District Court of Moscow received an indictment stating that since Beber and Heinzl, as German citizens, are not subject to extradition, this is an exceptional condition for hearing the case against them in absentia. We are talking about an attempt to steal 3.5 billion rubles. The sentence can be sent for execution to Germany.^[1]
