2024: Arrest on fraud charges

At the end of January 2024, the Khamovnichesky Court of Moscow arrested the deputy head of the S.M. Pavla Veshkina Kirova Military Medical Academy. He is suspected of fraud related to the theft of tens of millions of rubles.

According to the Kommersant newspaper, the case against 38-year-old Veshkin was initiated by the Main Military Investigation Department (GVSU) of the TFR under Part 4. Article 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). According to investigators, at the beginning of 2022, a "stable group" was formed on the territory of St. Petersburg, Moscow, as well as the Leningrad and Moscow regions to steal budget funds. Against the background of the second wave of the COVID-19 pandemic (during the spread of the omicron strain), fraudsters turned to the main military medical department of the Ministry of Defense with a proposal to urgently allocate funds for the purchase of medicines and various equipment, including artificial lung ventilation devices.

Having received the requested funds, the participants in the criminal scheme entered into a number of contracts for the purchase of products at inflated prices with certain companies. According to estimates, the damage exceeds 40 million rubles. As of the end of January 2024, the Department of Military Counterintelligence of the FSB and the GVSU of the TFR are studying several more similar agreements, within the framework of which the theft of funds is also not excluded.

The court granted the request of the investigation to arrest Veshkin on the basis that if the man remains at large, he can use his financial and social situation to put pressure on the participants in the investigation and witnesses. In addition, it was noted that the suspect could hide in Georgia, where his relatives live. Veshkin himself claims that he has nothing to do with fraud and "does not understand at all what crime he is suspected of committing."[1]
