On February 1, 2024, the official launch of the state register of professional collection organizations engaged in the return of overdue debts of individuals took place. This register will be maintained by the Federal Bailiff Service (FSSP).

According to RIA Novosti, the register of collectors will include not only specialized agencies, but also banks and microfinance organizations engaged in the return of overdue debts. They will be assigned risk categories depending on the violations committed. Also, the debtor and the creditor will now be able to interact by e-mail and on Public services, the agency adds.

The register of collection organizations was launched

Earlier, the FSPP controlled the work of only professional collection organizations, therefore, mainly employees of large collection companies fell into the field of bailiffs, and private collectors actually remained outlawed.

One of the most important changes is the decision to consolidate the supervision of all persons carrying out collection activities for one body, explained in the "National Association of Professional Collection Agencies" (NAPKA). The undoubted benefit of the adoption of the amendments is that the legislator finally introduces the term "collection organizations," Dmitry Pashin, a lawyer for MKA Klishin and Partners, told RBC Investments.

According to the new rules, the name of the agency should spell out "professional collection organization." The innovation concerns new agencies and those that are already in the state register. A collection organization may be excluded from the official register for repeated and gross violations if they entailed property damage or harm to the health (life) of citizens, or for failure to comply with the instructions of the FSSP. On the FSSP portal, you can find out the license number, OGRN, TIN, the legal address of the company, the address of the official website, and whether the license has been revoked.[1]
