The Federal Bailiff Service of the Russian Federation (FSSP of Russia) performs the functions of ensuring the established procedure for the activities of the courts, the execution of judicial acts, acts of other bodies and officials, as well as law enforcement and control and supervision functions in the established field of activity. In particular, it organizes the enforcement of judicial acts, as well as acts of other bodies and officials provided for by the Federal Law "On Enforcement Proceedings," as well as the implementation of legislation on criminal proceedings in cases referred by the criminal procedure legislation of the Russian Federation to the jurisdiction of the Federal Bailiff Service.

2023: Increase in the number of bans on traveling abroad for Russians by 41.3% to 6.5 million
As of January 1, 2024, the border service FSB Russia had 6.5 million decisions issued by bailiffs on a temporary ban on traveling abroad for debtors. This is 41.3% more than a year earlier. This is evidenced by the data of the Federal Bailiff Service (FSSP), published on February 7, 2024.
According to RBC, citing materials from the department, in 2023, bailiffs issued 16.4 million decisions on temporary restrictions on travel, or 6.3% more than in 2022, when 15.4 million such decisions were made. The increase in the number of travel ban orders was the lowest since 2012. At the same time, in absolute terms, the indicator grows annually.
The ban on departure better stimulates debt repayment, indicate in the FSSP. In 2023, debtors fulfilled their obligations after the imposed restriction on 1.1 million enforcement proceedings (for 92.7 billion rubles). The department also indicated that the number of travel abroad debtors for alimony obligations has decreased. In 2019, their share was 18.11% of the total, and in 2023 - only 6.4% of non-payers of alimony were limited to leaving the country.
The publication of the publication also notes that bailiffs are less and less prohibiting citizens from leaving Russia due to alimony debts. If in 2018, on this basis, 18.1% of exit ban orders were issued, then in 2023 - only 6.4%. The share of "alimony" decisions on the execution of border guards also falls - from 25.6% in 2018 to 7.6% - in 2023.
In December 2023, the FSSP estimated the number of Russians for whom there is a ban on traveling abroad at 4.9 million people. A record number of travel abroad Russians were recorded at the beginning of 2023 - 8 million people.[1]
2022: Revenues - 59.6 billion rubles. This is twice as high as forecasts
The revenues of the Federal Bailiff Service (FSSP) in 2022 reached 59.6 billion rubles, which is twice as much as predicted. This was reported in June 2023 in the Accounts Chamber (JV) following the results of the audit of budget execution for 2022 in the FSSP.
According to the joint venture, revenues were higher than expected due to the receipt of significant amounts of the performance fee for large debtors, the administration of new types of income, as well as the lack of clarification of forecast values. At the same time, the largest share of receipts (61.4% or 36.5 billion rubles) falls on the performance fee.
It also follows from the materials of the Accounts Chamber that the accounts receivable of the FSSP in 2022 decreased by 0.9% compared to 2021 and amounted to 163.8 billion rubles, while accounts payable increased by 12.2%, to 432.4 million rubles.
The Accounts Chamber, during an audit of the activities for 2022 of the Federal Bailiff Service of Russia, revealed 26 facts of violations and shortcomings worth 6.6 billion rubles. The main violations following the results of the audit of budget execution for 2022 were associated with the maintenance of budget accounting and reporting. During the audit, they were eliminated.
Certain violations in the field of procurement were noted, including non-compliance with the procedure for concluding contracts and determining the amount of fines, - noted in the Accounts Chamber. |
According to the joint venture, in 2022, the FSSP of Russia participated in the implementation of two federal projects - "Information Infrastructure" and "Digital Public Administration." For the first federal project, expenses were fulfilled almost in full (99.9%), and for the second - expenses were not carried out due to violation by the contractor of the terms and conditions of the contract. As a result, the provided measures to finalize the AIS of the FSSP of Russia in terms of the components of the Digital Enforcement Production superservice have not been completed, the control department indicates.[2]

The Federal Bailiff Service in 2022 arrested property worth 246.8 billion rubles, which is 14% more than in 2021. But the total amount of income from the sale for 2022 amounted to only about 32 billion rubles.
Blocking penalties in favor of banks and collection agencies with foreign roots
On March 23, 2022, it became known that the Bailiff Service began to "freeze any recovery" in favor of banks and collection agencies with foreign roots.
The FSSP perceives such organizations as non-residents and is guided by Russia's response to Western sanctions against the backdrop of Russia's special operation in Ukraine. The documents indicate that the transfer of money in favor of companies "that are non-residents" should be suspended until "special indication." There is also a list of companies and banks that should not receive collected debts.

One of RBC's interlocutors noted that payments do not pass selectively, from some district departments of the FSSP. According to him, the territorial divisions of the FSSP technically comply with the decisions of the courts to recover, but the money is not transferred to the collectors, but is accumulated in the treasury accounts of the service.
2020: Ministry of Justice will increase the number of bailiffs by 10 thousand
At the end of October 2020, it became known about the intentions of the Ministry of Justice of the Russian Federation to increase the number of employees of the Federal Bailiff Service (FSSP) by 10 thousand people. The state buildup, which will be carried out over three years, is necessary to better protect court buildings, the department said.
By the end of October 2020, about 75 thousand people work in the FSPP. Taking into account the plan of the Ministry of Justice, this figure may increase to 84 thousand by 2023. The staff build-up will take place in stages - in 2021 and 2022 it is planned to hire 3.5 thousand employees, in 2023 - 3 thousand.
This number does not include guards and drivers. The number of bailiffs will increase to 65,180, 68,680 and 71,680 people, respectively. By the end of October 2020, the maximum number of employees of enforcement bodies is 61,680 people.
The Ministry of Justice notes that bailiffs protect more than 3,000 buildings of federal courts, more than 7,500 judicial sections of justices of the peace and more than 1,700 objects of the FSSP. Also, more than 3 million applications are granted annually to ensure the safety of judges and participants in the trial. At the same time, service employees perform their official duties, including during non-working hours of ships, processing up to 16 hours a day.
The ministry says that without allocating an additional staff number of FSSP employees, more than 100 judicial sections of justices of the peace have been created in three years, more than 20 buildings of cassation and appeal courts of general jurisdiction have been commissioned.
The Ministry of Justice recalled that the staff of the FSSP in 2016 was reduced by almost 8.5 thousand units, and stressed that the possibility of optimization due to the redistribution of the number of employees without worsening the situation in other areas of activity has been exhausted.[3]
