In the Leningrad Region, on the initiative of the Digital Development Committee of the Leningrad Region, the service "N3.Electronic certificates for sanatorium and resort services" was launched. The developer of the solution was Netrika Medicine. This was announced on February 26, 2024 by representatives of Netrika Medicine.

As reported, several hundred able-bodied residents of the region receive sanatorium-resort treatment with a free social certificate annually. This public service is addressed to patients who, after discharge from the hospital, need to continue treatment in a sanatorium. The decision to send for sanatorium-resort treatment in such cases is made by the medical commission.

The Leningrad Region became the first subject of the Russian Federation to implement the provision of sanatorium-resort treatment in the format of an electronic social certificate. Public service providers can log into the personal account using the ESIA, in addition, the exchange of information, data, medical documentation between the personal offices of the service providers and the regional system Uniform State Health Information System LO is provided. In 2024, it is planned to provide 780 such electronic certificates to certain categories of able-bodied residents of the region. The state service in the social sphere "sanatorium-resort treatment" is provided as part of the execution of the state social order. This is an important tool that helps citizens return to active life after serious treatment and in cases where rehabilitation is necessary. The transfer of the service to electronic form is carried out in accordance with the Decree of the Government of the Leningrad Region No. 639 "On the organization of the provision of state services in the social sphere" sanatorium-resort treatment "within the framework of the execution of the state social order in accordance with the social certificate," adopted in September 2023. The service, deployed in the region by the Netrika Medicine team, not only optimizes the work of medical institutions and the issuance of social certificates, but also helps residents of the region receive the necessary treatment faster. The service "N3.Electronic certificates for sanatorium-resort services" provides document flow between organizations involved in the provision of social services. These are medical institutions that send patients for treatment, sanatoriums that receive patients according to social certificates, as well as the regional health authority - the Health Committee of the Leningrad Region, which agrees on applications drawn up in the system.

As of February 2024, the service supports three document management processes. The first is the approval of a social certificate, which the authorized body conducts on the basis of an application from a medical organization. After the certificate is formed and signed with an electronic signature, the application for treatment is transferred to the sanatorium, and the certificate itself can be issued to the patient. Two other processes allow sanatoriums to apply for connection to the system and for approval of the services that they are ready to provide under social certificates.

The service started operating in the region in October 2023. Sanatoriums connected to the system receive patients according to four treatment profiles: impaired functions of the central nervous system, respiratory organs of a non-tuberculous nature, somatic diseases, and the circulatory system.

The solution is based on a universal electronic document management platform that allows you to automate a variety of processes both in healthcare and in other applied areas. Thanks to this approach, we were able to develop and implement the service in a short time - in about a month.
