Biography

2019-2022

In 2019, Timur Morozov was appointed acting head of the Ministry of Digital Development of the Ryazan Region immediately after the new department separated from the regional Ministry of Industry and Industry. Morozov led the Ryazan Ministry of Digital Development until January 2020, when Governor Nikolai Lyubimov appointed Valery Stroykov as minister, and Timur Morozov then became deputy.

In 2022, Timur Morozov again began acting as Minister of Digital Development of the Ryazan Region.

2024: Appointment as the head of the Ministry of Digital Development of the Ryazan Region

In early April 2024, it became known about the appointment of Timur Morozov as head of the Ministry of Digital Development, Information Technologies and Communications of the Ryazan Region. His predecessor, Andrei Ulyanov, resigned at the end of March 2024. Ulyanov headed the department since September 2022. The reasons for his dismissal were not disclosed.

The change of the head of the Ministry of Digital Development of the Ryazan Region takes place against the background of the digital transformation of the region, which is carried out within the framework of the relevant strategy. The tasks of digital transformation of sectors of the economy, social sphere and public administration of the Ryazan region are defined:

  • achieving "digital maturity" of key sectors of the economy and social sphere;
  • increasing the share of mass socially significant services available electronically;
  • connecting citizens, budget, commercial and non-profit organizations to the Internet;
  • increasing investments in domestic solutions in the field of information technology;
  • Implementation of intelligent decision support systems
  • training of specialized personnel for the sectors of the digital economy;
  • the use of digital twins;
  • creating a modern and secure digital educational environment;
  • preferential use of domestic software and hardware solutions.[1]
