Biography

Nikolai Lyubimov was born in 1971 in Kaluga.

Education

  • In 1993, he graduated with honors from the History Department of the Kaluga State Pedagogical Institute named after K.E. Tsiolkovsky with a degree in History and Socio-Political Disciplines with a specialization in Law.
  • In 2001 he graduated from the Moscow Humanitarian and Economic Institute with a degree in Jurisprudence.
  • In the same year (2010), advanced training was held on the basis of the Franco-Russian Institute of Business Administration on the topic: "Development strategy of the Kaluga Region and the development of an effective team for its implementation."

Career

  • In 1993 he was appointed head of the research sector of the Kaluga State Pedagogical Institute named after K.E. Tsiolkovsky.
  • Since 1997, he worked in the Department of Economics and Industry as the chief specialist of the legal department, and then was appointed head of the investment department.
  • In 2000, he headed the Central Agency for Registration of Securities Issues of Joint Stock Companies.
  • Since 2003 - General Director of OJSC Kaluga Mortgage Corporation.
  • In 2004, he was appointed Minister of Economic Development of the Kaluga Region.
  • In 2007, he was elected the Mayor of Kaluga.
  • December 2010-September 2015 - Deputy Governor of the Kaluga Region.
  • September 2011-September 2015 - Deputy Governor of the Kaluga Region - Head of the Administration of the Governor of the Kaluga Region.
  • On September 13, 2015, at the election of deputies of the Legislative Assembly of the Kaluga Region of the VI convocation, he was elected a deputy on the party list of United Russia.
  • On September 24, 2015, by a unanimous vote of deputies of 4 factions, he was elected Chairman of the Legislative Assembly of the Kaluga Region.
  • On September 18, 2016, he was elected to the State Duma of the Russian Federation of the VII convocation on the federal list from the United Russia party (No. 4 in regional group No. 21, Kaluga Region, Smolensk Region, Tula Region, Bryansk Region).
  • September 23, 2016 resigned as chairman of the Legislative Assembly of the Kaluga Region in connection with the election of a deputy of the State Duma of the Federal Assembly of the Russian Federation. The powers of the deputy of the State Duma were terminated on February 17, 2017.
  • On February 14, 2017, by decree of Russian President Vladimir Putin, he was appointed Acting Governor of the Ryazan Region "until the person elected Governor of the Ryazan Region takes office."
  • September 10 won the election of the governor, gaining 80.16% of the vote.
  • September 18, 2017 took office as Governor of the Ryazan Region.

Criminal case

2024 Arrest on bribery charges

On December 12, 2024, the Basmanny Court of Moscow seized the former governor of the Ryazan region, Nikolai Lyubimov. The official is accused of receiving a bribe on an especially large scale.

According to investigators, Lyubimov received a bribe in the form of money and other property for general patronage and connivance in service during the leadership of the region. He headed the Ryazan region from September 2017 to May 2022, and from September 2022 he represented it in the Federation Council.

On the date of Lyubimov's arrest, the details of the criminal case were not officially disclosed. As the Kommersant newspaper notes, referring to information received from sources in law enforcement agencies, the process may be related to an investigation into the former vice-governor of the Ryazan region Igor Grekov and ex-senator from the region Irina Petina. They are accused of corruption in a case involving the purchase of medical equipment. According to investigators, Grekov and Petina received bribes from entrepreneurs totaling about 100 million rubles.

Lyubimov was charged with committing crimes under Part 6 of Art. 290 of the Criminal Code - taking a bribe on an especially large scale. Such acts are punishable by imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of the bribe. Lyubimov's defense asked to choose a preventive measure for him in the form of house arrest, indicating his merits to his homeland, including a certificate of honor from the President of Russia, as well as his state of health and intention to cooperate with the investigation. However, the court granted the request of the investigation to arrest the official, agreeing that he could hide and use his connections in the state authorities to put pressure on the participants in the process.[1]

According to the information on the income of officials officially published on the website of the regional government, in 2013 the income of Lyubimov Nikolai amounted to 2 million 129 thousand rubles, spouses - 645 thousand rubles. Nikolai Viktorovich owns the ½ share of the land plot with an area of ​ ​ 2497 sq.m., the land plot - 2441 sq.m., the ½ share of the country house with an area of ​ ​ 268.4 sq.m. and a car Volkswagen Touareg.
