2024: Implementation of MIS qMS

On April 3, 2024, SP.ARM announced the introduction of the qMS medical information system in the Irkutsk Rehabilitation Center for Children and Adolescents with Disabilities (ORC). The institution is connected to the functional areas of qMS "Rehabilitation" and "Early Care," "Outpatient," "Hospital" and "Day Hospital." The introduction of the system made it possible to digitalize the jobs of specialists of the rehabilitation center and combine early assistance providers of the region into a single system.

As reported, understanding the importance of solving the issue of providing high-quality, unified early assistance services to small residents of the region through the organization of effective interdepartmental interaction of all data service providers, the center's management decided to introduce an medical information system. To implement the project, they chose the company SP.ARM.

Priority factors in choosing a developer were the compliance of the MIS with the requirements for information systems for the protection of personal data, to medical information systems for the presence of mandatory and additional functionality, as well as registration of the solution in the Unified Register of Russian Software.

For SP.ARM, this was the first project when the provision of medical and social services is combined within the framework of one organization, medical and social protocols are filled out. The customer's special requirements for MIS and the presence of non-typical business processes were associated with this. Each of the directions has its own characteristics of work, therefore, for their successful functioning, internal processes were consolidated among themselves so that there were no failures in the transition from medical services to social services, and vice versa.

After the audit, the SP.ARM team set up the database, prepare the necessary infrastructure, train users in full-time and remote format, and adjust the system before starting. Also, during the visit to the customer, SP.ARM specialists monitored the work of the center's employees in the MIS and launched the system as planned. At the final stage of the project, the customer was transferred to further support.

The ORC also acted as a regional resource and methodological center - within the framework of the pilot project, five social organizations and one educational organization of the Irkutsk region were connected to the Early Help MIS. Using the system, institutions will be able to optimize the quality and availability of early care services and the burden on staff. The qMS implementation project was implemented in 6 months. As of April 2024, 56 jobs are connected to MIS qMS, and 132 employees of the center use the system to solve the daily tasks of providing medical and comprehensive rehabilitation services, as well as early assistance to children and their families.

Thanks to the introduction of MIS qMS, we have digitalized the workplaces of specialists of the early assistance service of our institution, and there is an expansion of inclusion in the unified system of early assistance providers in the region. For April 2024, we define solutions, for the introduction of technologies and algorithms, we form a module adapted for the conditions of our institution in the information system "Early Assistance and Comprehensive Rehabilitation."

An important factor in the success of the project was the customer's involvement. The ORC management created the necessary conditions for employees to be fully included in the training process. After all, it is important not only to introduce the system, but also to teach people to work with it correctly.

In 2024, the ORC plans to expand the functionality for organizations already connected to the resource center to comprehensive rehabilitation, as well as increase the number of institutions for early care and healthcare. This will allow organizing interdepartmental interaction and creating a unified information environment in the system of early assistance to children and their families in the Irkutsk region.
