Rosreestr explained why the geoportal of the CIS countries is being created, first of all of which was estimated at almost 500 million rubles
On April 17, Rosreestr shared with TAdviser the details of the creation of a geoportal of the spatial data infrastructure of the CIS member states (geoportal of the CIS IPD), first of all of which was estimated at about 500 million rubles (for more information on the purchase, see the block below). The event to create it was initiated by the Russian Federation and the Republic of Belarus back in 2017 as part of the activities of the Interstate Council for Geodesy, Cartography, Cadastre and Remote Sensing of the Earth of the CIS Member States (hereinafter referred to as the Inter-State Council).
In order to fulfill this task, Rosreestr, together with the relevant services of the CIS member states, carried out a set of measures within the framework of the Inter-State Council, including a corresponding pre-project survey of the state of work with spatial data in the CIS member states, an analysis of the regulatory and technical base of the Commonwealth states, as well as the approval of a joint roadmap for the creation of the CIS geoportal.
The general vision that Geoportal is a tool for solving specific life situations of citizens and business of the CIS member states, therefore, potential users of services will be authorized bodies of various levels, individuals, legal entities, as well as representatives of professional communities, educational and scientific organizations, - explain in Rosreestr. |
First of all, it is planned to ensure the functioning of electronic services on the portal and publish data sets in the following areas:
- tourist and recreational industry;
- education and options for living near educational institutions;
- investments;
- employment.
Thus, the geoportal should fully provide the functionality of working with open basic and thematic data through services.
According to the results of the 44th session of the Inter-State Council in 2022, Commonwealth countries also supported the use of experience in developing and technological solutions of the Russian federal state information system "Unified Digital Platform" National System of Spatial Data "in order to create a geoportal of the CIS IPD.
And in 2023, at the 45th session of the Inter-State Council, the architecture and functional requirements for the CIS IPD geoportal were approved, as a result of which on October 26, 2023, the Council of CIS Heads of Government approved the corresponding Interstate Cooperation Program until 2026, the operator of which is Roskadastre, and within the framework of which the creation and filling of the CIS IPD geoportal will be jointly implemented.
Today, according to Rosreestr, the Inter-State Council and relevant departments of the CIS member states (Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan and Republic of Uzbekistan) the terms of reference for the creation of the geoportal have been agreed (first stage - 2024)developed by PPC Roskadastre, as well as issues of sharing open-use geospatial data for further filling of the geoportal and ensuring the operation of its services are being worked out.
In addition, a positive conclusion was obtained Ministry of Digital Development Russia on the creation of the CIS IPD geoportal.
The cost of work on the creation of the CIS IPD geoportal corresponds to the tasks within the framework of the technical assignment agreed by the Inter-State Council and the relevant services of these Commonwealth countries. PPK Roskadastre takes measures to determine the contractor in the manner established by the federal law of July 18, 2011 No. 223-FZ "On the procurement of goods, works, services by certain types of legal entities," added to Rosreestr. |
Contract for the creation of the first stage of the geoportal
As TAdviser found out, Roskadastre, the subordinate structure of Rosreestr, is about to conclude a state contract for the creation of a geoportal of the spatial data infrastructure of the CIS member states. From the Roskadastra procurement plan published on April 11, 2024, it follows that in the same month he is going to make a corresponding purchase from a single supplier, and it will not be carried out in electronic form[1]. The budget of about 498.7 million rubles is provided for the work on the creation of the first stage of this information system.
In February, Roskadastre conducted a request for prices for this project, within the framework of which it published the terms of reference[2]. It follows from it that the geoportal is an information system of the CIS member states, which has an international aspect and interacts with their information systems, including the national spatial data system (EDS NSPD), and with other international information systems.
The geoportal will ensure the visualization, search and provision of spatial information for solving problems of mutual interest and requiring the integration of data from the CIS member states. Information on spatial data should be exchanged with other sources via REST API or WMTS, WMS, WFS geo-information services.
It should provide for the possibility of information interaction with information systems and resources, in particular, the following countries:
- Republic of Armenia;
- of the Republic of Belarus;
- Republic of Kazakhstan;
- Kyrgyz Republic;
- RF, including FGIS EDS NSPD;
- of the Republic of Tajikistan;
- Republic of Uzbekistan.
The geoportal will include the following subsystems:
- data processing and storage subsystem;
- geo-information subsystem;
- configuration and configuration subsystem;
- information interaction subsystem;
- User support subsystem
- subsystem "Public Portal of the CIS Geoportal";
- subsystem for providing CIS geoportal services.
When designing a geoportal, only free software or software registered in a single register of programs for computers and databases from the member states of the Eurasian Economic Union or in the National Fund of Algorithms and Programs should be used as software that ensures the operation of the system, the terms of reference indicate.

Task under special control
In December 2023, Prime Minister Mikhail Mishustin at a meeting of the Rosreestr board reminded that the creation of the system should be completed in 2024. He also noted that this is an interstate task and asked to keep it under special control[3] completion of the[4]
Use Cases
In June 2023, a prototype geoportal was demonstrated at the exhibition. It presented demos of electronic services with which you can solve specific life situations of citizens and businesses. Which company or companies were involved in its development, the department then did not specify.
As the head of Rosreestr Oleg Skufinsky said then, the system will be useful in several life situations. In particular, when choosing a place of study, potential students will be able to choose a place of study, receive information about the presence of a hostel or search for housing. The system will also function in the field of tourism: it will be possible, without leaving home, to build a tourist route. Two more situations are the search for a place of work and the search for an object for investment (first of all, again in the field of tourism)[5].
A little earlier, in May 2023, Elena Martynova, head of the digital transformation of Rosreestr, also reported on potential users of the geoportal:
Among its potential users, we see not only authorized bodies of various levels, but also individuals, and legal entities, representatives of trade communities, educational and scientific organizations. For their convenience, we propose to divide the portal data into a mapping basis and industry data necessary for user scenarios. They may include information to meet the needs of tourist navigation, information about educational institutions and options for living near them and other specialized information that will attract more and more people to the portal[6]. |
Dmitry Matusevich, Chairman of the State Property Committee, at the same time stated that the geoportal of the spatial data infrastructure of the CIS member states would significantly reduce import dependence in terms of managing such data.
2022: Instructions of the President on the spatial data portal
The project of the geoportal of the spatial data infrastructure of the CIS member states was discussed for several years, and in the end in November 2022, President Vladimir Putin gave a number of instructions regarding this system. One of the instructions is to empower Roskadastre to carry out activities and work related to the creation of a spatial data portal as part of its international activities.
Among the instructions are also to resolve issues related to the use of the CIS Internet portal (e-cis.info) to create a spatial data portal[7] of[8].
The information system should be ready by January 1, 2025.
