Entry into force of the law on digital passports of industrial products

On July 1, 2024, a law on stimulating demand for domestic industrial products entered into force in Russia. In particular, digital passports of such products are introduced. These documents are considered as a dynamic tool for identifying the same type of goods, works and services.

The law defines the concepts of "manufacturer of Russian industrial products," "Russian industrial products," "digital passport of industrial products" and "register of Russian industrial products." The passport contains technical characteristics of the product, classification information, information about suppliers, manufacturers, import-substituting analogues, certificates of conformity, logistic characteristics and other important information. Digital passport data will be open to users of public and private electronic trading platforms - this will increase the relevance of sales and increase their conversion.

Ministry of Industry and Trade introduced digital passports for industrial products

As noted by Russian Prime Minister Mikhail Mishustin, the introduction of a special catalog describing specific goods is being prepared - with an emphasis on digital passports of domestic industrial products. This will help customers choose the best quote. In addition, it is planned to introduce uniform requirements for information systems used for public procurement. Plus, it will be possible to appeal the results of the auction. A number of other tools are provided that will speed up small and frequent purchases and make them more transparent. The innovations will facilitate participation in the procurement of medium and small enterprises, in which, according to Mishustin, about 30 million people work.

It is also reported that a QR code ("sign of Russian goods") will be applied to domestic goods, containing data on specific products in the state information system of the industry, technical characteristics and the level of localization.[1]

Work on the creation of digital passports of industrial products

On April 16, 2024, the Ministry of Industry and Trade announced the formation of a system of digital passports of industrial products (CPPP). The key goal of the project is to provide conditions for the same interpretation by all users of the state information system of the industry of information about manufactured goods, their constituent processes, materials, products, products and services at each stage of their life cycle.

The initiative provides for the introduction of unique virtual codes of the CPPT. Passports will be used as a product identifier to ensure identity, as well as to form a specification of a state or municipal contract for the supply of goods, the performance of work, the provision of services for state or municipal needs, for the formation of fiscal, customs, technical, accounting, reporting documents, etc.

Ministry of Industry and Trade creates a system of digital passports of industrial products

It is noted that the introduction of the CSPP system will allow not only to integrate a single identification mechanism, but also collect information on the necessary support measures both for Russian industrial manufacturers, so for customers operating in accordance with federal law No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs "and federal law No. 223-FZ" On the procurement of goods, works, services by certain types of legal entities. " The following set of information is required to form a DSP:

  • Name of the subject of activity in the field of industry;
  • Taxpayer Identification Number (TIN);
  • The main state registration number (OGRN) or the main state registration number of an individual entrepreneur (OGRNIP);
  • Code for the All-Russian Classifier of Economic Activities (OKVED);
  • Product name and designation;
  • Product name and designation (in English);
  • Product description (purpose, scope);
  • Code for the All-Russian Classifier of Products by Type of Economic Activity (OKPD2);
  • Code for the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (TN VED EAEU);
  • Compliance confirmation form (declaration, voluntary certification, mandatory certification, state registration);
  • Designation of the standardization document according to which the products are manufactured;
  • Production address (actual address);
  • Unit of measurement according to the All-Russian Classifier of Units of Measurement OK 015-94 (OKEI);
  • Technical, operational and functional (consumer) characteristics.[2]
