Biography

Born July 26, 1972 in Moscow.

In 1995 he graduated from the Moscow Technical University of Communications and Informatics with a degree in Engineer in Automation of Communications Enterprises.

In 2002, he received a diploma in professional retraining with a degree in State Regulation of the Market Economy from the Russian Academy of Public Administration under the President of the Russian Federation.

In the period from 1999 to 2014, he underwent training and internships at courses at Luiss management university (Italy), at the Higher School of Economics, at the State Educational Institution "IPC of Civil Servants," at the IPC of the State University of Management and at the RSSU.

In 1990, he worked at the Radiopribor plant as an installer of electronic equipment and devices.

In 1995-1997, he served as an engineer in the ACS department for the maintenance of automated control systems at FSUE Mospochtampt.

From 1997 to 1999, he worked as a leading specialist in the information and analytical department of the Federal Service for the Regulation of Natural Monopolies in Transport.

From 1999 to 2016, he forgave the path from a leading specialist to the head of the Department of Antimonopoly and Tariff Regulation of Transport and Communications of the Federal Antimonopoly Service. 2024: Business Development Director, Inoventica Services

Dmitry Rutenberg has been appointed Business Development Director of Inoventica Services (Garant-Park-Internet LLC). The company announced this on April 24, 2024.

At Inoventica Services, Dmitry Rutenberg will develop priority business areas - cloud solutions and infrastructure projects to provide access to its own backbone channels for corporate and government customers, as well as search for new directions for business development and bring the company to new markets.
