Arrest

On June 24, 2024, the Zamoskvoretsky District Court of Moscow arrested the general director of Ural Plants Vasyl Mussin. He is suspected of fraud in the execution of a defense order.

According to open sources, Mussin has been the head of Ural Plants since August 2015. The company, founded in Izhevsk in April 1995, designs and produces communications for law enforcement agencies, industry and transport and logistics companies. Joint Stock Company "Ural Plants" is part of the financial and industrial group of the same name.

The case was initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud on an especially large scale. According to investigators, Mussin, holding the position of head of the Ural Plants, committed theft of funds allocated MINISTRY OF INTERNAL AFFAIRS Russia as part of ensuring the execution of the state defense order. At the end of June 2024, the details of the arrest of the general director of the Ural Plants Vasyl Mussin became known. According to investigators, he participated in a criminal scheme to sell Chinese equipment to security forces under the guise of Russian.

The Kommersant newspaper reports that we are talking about deliveries of Erika radio stations in the interests of the Ministry of Internal Affairs. Wanting to achieve the conclusion of a contract in June 2023 within the framework of the state defense order (GOZ), Mussin and other unnamed persons presented to the Central District Logistics Department of the Ministry of Internal Affairs and military acceptance false information about the origin of the Eric devices. It was stated that they were produced in Russia, while in fact most of the components in them were produced in China. The use of these radio stations in the zone of a special operation turned out to be ineffective: the signals were intercepted by means of electronic reconnaissance and struggle of the Armed Forces of Ukraine.

Vasyl Mussin

In 2023, Ural Plants became the only participant in the electronic competition, supplying a total of 843 sets of Erika radio stations of various modifications to the Ministry of Internal Affairs. Their cost amounted to about 50.5 million rubles. The siloviki came to the conclusion that the leaders and owners of the enterprise, pursuing selfish goals, by their actions caused damage to the state by the specified amount, and also thwarted the implementation of the GOZ, which is "an element of the Russian national security system."

53-year-old Mussin was charged with committing fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). The man categorically denies his guilt, and his lawyer states that the detention of Mussina as the general director of a commercial organization is prohibited by law. The defense claims that during the interdepartmental tests, the state customer was presented with all the design documentation for the radio station, following which the corresponding protocol was signed. In addition, Eric's products have ST-1 certificates of their Russian origin, and "these are the only legally established certificates."[2]
